Description
This is a Request For Information (RFI) only as defined in FAR 15.201(e). THIS IS NOT A REQUEST FOR PROPOSALS, and contractors are not authorized to submit formal proposals. Responses to this notice are not offers and cannot be accepted by the Govern ment to form a binding contract. This Request for Information is an expression of interest only and does not commit the Government to make any award or to pay for any response preparation costs. The purpose of this notice is to announce the release of the NLOS-LS (Non Line of Sight-Launch System) Remote Delivery System RFI. The AMRDEC (Aviation and Missile Research, Development and Engineering Center), on behalf of the US Army, desires to obtain information to aid in the development of a strategy for a NLOS-LS variant with multiple applications. The US Army is interested in ascertaining the potential for developing a cost effective NLOS-LS RDS that would provide payload flexibility to multiple us ers throughout the Armed Forces. The Government does not presently intend to award a contract, but desires information on interest, capability, innovative acquisition methodology and other information in planning of the acquisition of the NLOS-LS Remote Delivery System. As a result of th is RFI, the Government expects to receive technical, programmatic, and innovative acquisition methodology data to assist in determining system solutions to the following: (1) optimizing system design to achieve maximum flexibility for the lowest cost (2) non-traditional manufacturing strategy for military items (3) highly efficient propulsion technologies (4) safe and unique booster technologies and (4) determining performance characteristics/metrics. A low cost, easily deployable, non-reusable delivery system is needed within the current and future forces for transporting lethal and non-lethal payloads. Due to the extensive variety of potential payload types, the basic configuration shall be versatile in design and capability allowing for maximum usability, with mission specific capabilities integrated into the payload. Key attributes include low procurement costs, integrated with NLOS-LS, and payload flexibility in a standardized package. The design ap proach should leverage both commercial and Government off-the-shelf technologies and products. The NLOS-LS Remote Delivery System will be packaged in an All Up Round (AUR) canister which is compatible with the current NLOS-LS CLU (Container Launch Unit). No classified information contained in this RFI. No classified data shall be included in the contractor's submission. FOREIGN PARTICIPATION IS NOT AUTHORIZED. All proprietary material should be clearly marked. All submissions and documentation concerning this RFI shall be forwarded to Greg Haynes via e-mail gregory.haynes@us.army.mil, with a copy to Camille Jones via e-mail camille.jones@us.army.mil. Hardcopy, facsimile or video submissions are not authorized un der this announcement. Submissions shall be limited to 20 pages (8 1/2 x 11 single-spaced), of English text, and shall be in MS Word for Windows format. Submissions shall not be encrypted. All submissions shall be received within 30 days of issuance.
