- Changes: The proposed contract does not include Waco Lake. The closing date is 05 June 2007. This is an indefinite delivery, indefinite quantity, (IDIQ) contract with a base period of performance and four (4) option periods, to furnish various construction services, including equipment rental, personnel, supplies, fuel, maintenance, supervision, a nd materials when specified, to perform certain task order construction tasks in accordance with contract terms, specifications, descriptions and drawings, as ordered by individually issued Task Orders executed by a designated official. Estimated quantitie s shall be listed in the schedule, which shall give vendors the estimated quantities that may be ordered under the contract. The contract shall have a guaranteed minimum of $30,000.00 inclusive of the base period and subsequent option periods. The exact ra nge of this contract is unknown; however, the estimate is approximately between $5 million and $10 million dollars. The North American Industrial Classification System (NAICS) code applicable to this project is 237990 Other Heavy & Civil Engineering Cons truction. Small Business Size Standard is $31,500,000.00. This is an UNRESTRICTED solicitation. Offers from all qualified business concerns may submit offers. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause re garding the requirement for a subcontracting plan. Fort Worth Districts goals are that a minimum of 51.2% of the contractors total intended subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned businesses); 8 .8% of the total subcontracted amount be placed with small disadvantaged businesses; 7.3% of the total subcontracted amount be placed with woman-owned businesses; 1.5% for Service-Disabled Veteran-Owned Small Business; and 3.1% of the total subcontracted a mount be placed with HUBZone businesses. Solicitation to be issued on or about 15 APRIL 2007. The due date for receipt of proposals will be on or about 16 MAY 2007. The contract award will be based on Best Value to the Government, which may or may not resu lt in accepting the lowest-priced offer. To determine best value, the Governments proposal evaluation will consist of but not limited to evaluation of the offerors technical and management capabilities as well as price. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Int erested bidders must register with FedTeDS before accessing the system.
