Description
This is a PRE-SOLICITATION NOTICE for Clearwater Major Rehab Project Phase I  Completion of Exploratory Drilling and Grouting. The Contractor shall furnish all equipment, labor, and materials for the exploratory drilling and grouting along the enti re length of the proposed cutoff wall location on the Clearwater Dam, Wayne and Reynolds County, Missouri. The Phase I - Completion work is highly technical in nature and will provide enormous amounts of valuable data to be used in the design and construc tion of the proposed cutoff wall. Additionally, a substantial amount of downstage and upstage grouting will be accomplished in the Phase I  Completion contract in an effort to prevent slurry and concrete loss during future construction of the cutoff wall . The cutoff wall will be constructed as a part of the Phase II contract which will be a separate acquisition. The successful bidder of the Phase I  Completion contract shall not mobilize to the project site until the current contractor has completely de -mobilized. Additionally, the successful bidder shall utilize the existing work platform, lay down areas and access road constructed by others. The estimated magnitude of construction for Phase I  Completion is between $10,000,000 and $25,000,000. It i s anticipated to be a Firm-Fixed-Price Contract. The North American Industrial Classification System code is 238110 and the annual size is $13 million. This solicitation will be a Request for Proposal, Best Value, unrestricted. Solicitation is sue date is on or about 15 June 2007, with date for receipt of proposals on or about 1 Aug 2007. BASIS OF AWARD  Subject to the terms and conditions contained in the solicitation, award will be made to a single Offeror. To be considered acce ptable, each offeror shall specifically address each of the evaluation factors. Sufficient detail should be provided to allow for an adequate review of the proposal. The proposal must show clearly that the offeror has an understanding of the working task s required and has the capability and responsibility to accomplish the project in a timely fashion. No proposal will be accepted that does not contain clear and concise evidence of the Offerors ability to provide work in accordance with this solicitation . (a) Technical evaluation factors are significantly more important than Pricing. (b) The government will evaluate each proposal strictly in Accordance with its content and will not assume that performance will include areas not specified in the Offeror s proposal. The Government is not responsible for information overlooked during evaluation, which is not located in the appropriate proposals section. To ensure that evaluation credit is appropriately received for proposal material submitted, do not inco rporate by reference documents not contained in the proposal. References to other sections of the proposal shall be by specific paragraph number (and name, if applicable), page number and section. (c) Award will be made to the Offeror whose offer will be most advantageous to the Government, considering the evaluation factors stated below. Offerors are cautioned that in the event proposals are found to be substantially equal, price shall govern in selection of award. (d) All offerors are advised that the Government intends to evaluate proposals and award this contract without discussions with offerors -other than a request for clarifications for the sole purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the propo sal. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary at which time discussions will be conducted with all offerors determined to be in the competitive range. Therefore, each initial offer should contain the offerors best terms from a cost or price and technical standpoint. Do not assume you will be contacted or afforded an opport unity to clarify, discuss, or revise your proposal. (e) Any resultant contract will be based on the Request for Proposal documents including amendments, and contractor's cost/price and management/technical proposals. After award, the Contracting Officer m ust approve any proposed changes to the contractors technical proposal. The solicitation will not be available in paper format; however, the Government reserves the right to revert to paper medium when determined to be in the best interest of the Governme nt. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for submittal of offer will not be allowed.
