Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required items under RFQ 07SQ240061. This announcement constitutes the only solicitation; a written solicitation will not be issued. The North American Industry Classification System (NAICS) code is 423830 and the Small Business Standard is 100. Solicitation No. 07SQ240061 is being issued as a Request for Quote (RFQ) and will be awarded as a firm, fixed-price purchase order for Commercial Items to the offeror that provides the best value to the Government. One brand name or equal to the Sellick rough terrain forklift, part number SG-50RPDS-4, 5,000 lb capacity @ 24" load center, low-profile, four (4) wheel drive, 86 horsepower, four (4)-cylinder Perkins diesel, 2-stage mast, standard carriage, 60" high load backrest, 48" forks, four (4)-speed fully synchromesh torque converter transmission, wet disc brakes and complete light group also side shifter, standard pneumatic tires, WITH the Integral Shaft-type Fork Positioning Carrriage option. FAR 52.211-6 Brand Name or Equal is hereby included: Brand Name or Equal: (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by-- Brand name, if any; and make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive date or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer, and (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. This solicitation documents and incorporates provisions and clauses. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The following factors shall be used to evaluate offers in order of importance: a) Item offered must meet Government specifications; b) Price; FAR 52.212-03 Offeror Representations and Certifications-Commercial Items. To complete your Online Representations and Certifications (ORCA), contractors need to go to http://orca.bpn.gov; FAR 52.212-04 - Contract Terms and Conditions - Commercial Items; and FAR 52.212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items-Evaluation of Commercial Items. Any contractor to be awarded a government contract must be registered in Central Contractor Registration (CCR), http://www.ccr.gov. Any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online at http://orca.bpn.gov. Contractors must submit their Tax Identification Number (TAX ID) and Data Universal Number (DUNS) with their offer. Offers can be emailed to mspurgeon@mp.usbr.gov, faxed to 916-989-7296; or mailed to Bureau of Reclamation, 7794 Folsom Dam Road, Folsom, CA 95630, Attn: Marie S. Spurgeon. If quote is mailed it must be received by due on or about May 25, 2007, with award of contract on or about May 31, 2007. Reference RFQ 07SQ240061, on your quote. Deliveries are accepted between 7:30-2:00 Monday - Friday. Vehicle lengths are enforced on CA-121 from Napa, CA and CA-128 from Interstate 80. Vehicles are restricted to no more that 37' in length. Both roads are very winding; CA-121 is particularly sharp.
