Description
Supply and deliver one (1) each Floating Dock, EZ Dock system or equal, to Katmai National Park, King Salmon, Alaska Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the sole form of announcement. This solicitation is issued as a Request for Proposal (RFP), number N9796070040 and incorporates provisions and clauses in effect through Federal Acquisition Circular. This is a total small business set-aside procurement. The Small Business size standard is 100 employees. The NAICS is 423910. The contract will be awarded as a contract using simplified acquisition procedures in accordance with the provisions of FAR 13.5. The requirement is for supplying and delivering one (1) each Floating Dock, EZ Dock system or equal that meets or exceeds the specifications identified below: 1. SPECIFICATIONS: DOCK SURFACE AREA: The total square footage of the dock will be approximately 2,050 square feet. ACCESSIBILITY: Dock must be Americans with Disabilities Act (ADA) compliant and accessible and have slip resistant surfaces on dock sections that meets or exceeds the American Standard Association (ASA) requirements of surface coefficient of friction and ADA security curbing. DOCK MATERIALS: Dock sections must be made of self floating low-density polyethylene (or equal) components with UV inhibitors (stabilizer) with NO FOAM FILLERS in the chambers. Dock surface to allow ease of water shed from the walking surface to prevent pooling/standing water from forming on dock. COLOR: Light beige preferred. HARDWARE: Rubber connectors and couplers will be used to connect sections & hardware to dock components. All equipment and hardware must be able to withstand the extreme weather conditions of Alaska for both freezing and heat all the while allowing flexibility of dock sections to move independently without doing damage to the dock during windy and/or rough water conditions. Interchangeable with other provided components without time consuming modifications to dock sections is a plus. LAYOUT: Dock will have the ability to be configured in a number of shapes such as a Tee, F or wings coming off sides and allow a utility channel sections for electrical and fuel lines to be attached to the sides of the dock. UTILITIES: Dock sections must have a space for two (2) each utility channels to run utility lines separately such as electric and/or fuel lines on the side of the floating dock sections. Accessibility to the channels for performing maintenance shall be possible without having to remove the dock section(s) from the water and shall have removable covers to access utility lines. Dock surface to allow ease of water shed from the walking surface to prevent pooling/standing water from forming on dock or penetrating the side dock mounted utility channels. WARRANTY: All proposed dock sections shall be covered by a minimum five (5) year warranty to protect against defects in material & workmanship, cracking, peeling and from ultraviolet (UV) ray damage. Remaining components shall be covered by a one (1) year warranty. 2. DELIVERY: FOB DESTINATION - All supplies and materials shall be delivered to the City dock in Naknek, Alaska. The last barge shipment out of Seattle Washington to Naknek Alaska is 4 September 2007. The delivery of the materials to the Seattle Port is critical since this is the last barge for the 2007 season. This will allow the installation of the dock in early May 2008. The Katmai National Park service will pick up the materials from the Naknek, Alaska dock, transport them to job site and store them until the early May 2008 installation date. SHIPPING OPTIONS: There are three (3) Barge Lines that service the Naknek, Alaska dock. Local port for barge shipments is Seattle WA. They Barge Lines are as follows: Alaska Logistics, LLC 206/767-2555 or 866/585-3281 Bigfoot LGM, Inc. 253/460-0155 or 866/460-0155 Northland Services 206/763-3000 or 800/426-3113 3. Bumpers are to be fastened vertically to the floating dock sections to prevent the plane's pontoons from slipping under the bumpers and dock. 30 EA $ 7. Provide two (2) days of technical over sight of the installation of the dock system at Katmai National Park & Preserve, King Salmon, Alaska. Installation will be early May 2008. This line is to include all labor, overhead, travel, Profit and Per Diem required for this person to be on-site for two (2) days. 1 LS $ TOTAL: $______________ NOTE: Item 12 and 13 are to provide an anchoring system that keeps the movement of the dock to a limited range. The River this dock system will be placed in experiences on average a seven (7) foot daily tidal surge. NOTE: Item 17. The individual providing the technical over sight must be thoroughly familiar with assembly and installation of the proposed dock system. They will not be required to bring any personnel tools. Katmai National Park & Preserve is located near King Salmon, Alaska on the southwest side of the State. 4. CLAUSES: The following FAR clauses apply to this solicitation, and Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far: FAR 52.212-1, Instructions to Offerors-Commercial Items (January 2006) applies to this acquisition; quotations submitted in response to this RFP must include: (1) CLIN numbers and pricing as shown above, and the Contractors full name, address, and telephone number. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) is applicable to this RFP: (a) Factors for evaluation will include Lowest Price Technically Acceptable (LPTA), technical and past performance when combined are approximately equal importance. 52.212-3, Offeror Representations and Certifications -- Commercial Items (November 2006). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. Potential sources having the required EQUIPMENT, SUPPLIES, TRANSPORTATION AND SKILLS TO SUPPLY THE ABOVE-LISTED ITEMS are invited to submit a proposal that will be considered by the agency. Proposals should be written and submitted in a legible format. Submitted quotes shall have the contractor's Tax Information Number, and DUNS Number. All responsible sources may submit a proposal, which if timely received, shall be considered by this agency. All quotations must be received not later than June 4, 2007, 5:00 P.M. Local Time.
