- Description
- The government intends to negotiate a Firm Fixed Price type contract for non-personal advisory and technical services to the Commander, Naval Air Forces Atlantic Fleet (COMNAVAIRLANT) N3 Directorate in accordance with FAR part 13.5 (Clinger-Cohen). The services are required for functional and technical support to assist with Aircraft Carrier and Air Wing Operation Scheduling and Management programs. The performance schedule anticipated is a base year and four (4) option years. The Request for Quote (RFQ) number is N00189-07-T-0028. The Solicitation shall be issued on or about 15 June 2007 and will be advertised on an unrestricted basis. The contract resulting from this solicitation will be awarded to the responsible offerror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and other factors considered. The offeror?s proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified. In accordance with the provision 52.212-2, Evaluation ? Commercial Items, the quote will be evaluated based upon the following three factors: technical (resumes), past performance and price. Demonstration that the resumes meet all requirements is considered to be more important than past performance which is considered to be equal to price. By submission of a quotation, the offeror acknowledges that a prospective awardee must be registered in the CCR database prior to award, during the performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the internet at http://ccr.gov. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Potential offerors may be required to register in Wide Area Workflow at website https://wawf.eb.mil/index.html . Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizopps.gov as this office will no longer issue hard copy solicitations.
