- The Department of the Navy (DON) intends to conduct a full and open competition to select the follow-on contractor to support the Next Generation Enterprise Networks (NGEN) which includes the Navy Marine Corps Intranet (NMCI) and Base Level Information Infrastructure (BLII)/ONE- Net. Contract award is anticipated in early calendar year 2010 to allow an adequate transition period with the performance beginning 1 October 2010. The Space and Naval Warfare Systems Command (SPAWAR) plans to issue a solicitation in fall 2008, but solicits industry participation and input now on several topics pertinent to the development of an overall acquisition strategy such as: infrastructure ownership; service delivery concepts; performance management; technology infusion and adaptability; legacy applications/systems/networks; governance; business operations including ordering and invoicing; etc. Details of the issues can be found in the three briefings entitled ???NGEN Industry Participation??? (Acquisition Issues, Command and Control and New Technologies) and located herein. Input received from the briefings will be used to refine SPAWAR???s acquisition and contracting strategy. The intent is to provide industry with the maximum latitude and motivation in recommending an NGEN concept and acquisition strategy which will enable continued services to the DON for the next decade. Interested potential prime contractors are encouraged to present ideas to the NGEN team by providing briefings which address the topics contained in the briefing identified above. Each potential prime contractor will be allotted 2-4 hours for the presentation depending on the number of participation requests to which the presenter responds (maximum allotment will be 4 hours); it is suggested that at least one hour of the time be allocated for questions. Briefings should be presented via Power Point slides and may be projected if the presenter supplies its own projector. Presentations should be substantive in content??? brochuremanship is strongly discouraged. The audience will include various military and civilian Navy and Marine Corps personnel as well as DON support contractors from the following companies: Center for Naval Analyses (CNA); BearingPoint, Booze Allen Hamilton, Falconwood and Jacobs Svedrup. Each company???s DON contracts include the appropriate organizational conflict of interest and nondisclosure agreements, but any concerns relative to participation by these companies must be raised to the Procuring Contracting Officer (PCO) at least 2 weeks prior to the date of the presentation. Information and comments presenters may provide may ultimately be used by the DON during the solicitation phase. Care will be taken to protect and not divulge proprietary information. Therefore to the extent proprietary data or information is revealed, it should be appropriately marked. Although the opportunity to present is intended for potential prime contractors other teammates may participate at the prime???s discretion, but no more than 6 people may attend due to space limitations. Those potential prime contractors that want to make a presentation to the Government must contact the PCO, Debbie Streufert, at debbie.streufert@navy.mil to reserve a presentation date and time. Presentations are scheduled to begin mid-late June and last 2-4 weeks, depending on the number of respondents.
