Description
Request for Information (RFI) for Compact VME Receiver The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston (Code 70 - Intelligence and Information Warfare Systems Engineering Department) is requesting information regarding Commercial Off The Shelf (COTS) Compact VME Receivers currently available in the marketplace. This RFI pertains to an urgent future requirement for the procurement of 2 Compact VME Receiver systems for test and evaluation. A possible demonstration of the equipment may be required within the next 2 months, with solicitation/award/delivery of the equipment required within 5-7 months to meet the needs of the Government. At this time, procurement of equipment and material IS NOT part of this request. This is a Request For Information (RFI) only. Responses to the RFI should be e-mailed to Donna Johnson at donna.johnson@navy.mil or faxed to (843) 218-5963 no later than 4:00 pm EDT on 21 May 2007. This requirement is for a high-performance, software-definable wideband VME form factor receiver that can meet the challenging size, weight, and power characteristics outlined in the table attached. In order to meet the requirements, the receiver shall be compact in size and shall not consume more than 3W per channel. The unit will not be larger than a single slot in a VME chassis. The receiver will cover a frequency range from 0.5 to 3000 MHz (HF/VHF/UHF). The receiver shall be able to present a continuous 30 MHz display of the spectrum within the frequency range of the unit. The receiver shall able to demodulate AM, FM, CW, and SSB signals in the frequency range of interest. The receiver will provide an audio output in digital format of ?-law or A-law algorithm. The VME receiver will utilize either serial rapid I/O or RACE++ interface bus. The receiver will have a FPGA based software architecture that will allow the unit to be easily reprogrammed. The real time operating system for the unit shall be Linux. The unit will have a command set to allow standard operations of a surveillance receiver. The operating system architecture and the FPGA based software architecture shall be open source, allowing for the use of government produced software to control the receiver. The minimum requirements for the receiver are listed in the attached table. Please address these minimum requirements in addition to any other information about your receiver that is deemed pertinent. In addition, companies are to provide applicable product brochures, complete technical specification/data sheets, and any independent assessment results currently available. Additional information required is company POC information including name, address, phone number, e-mail, etc. State business size classification (large, small, SBD, etc.) for NAICS code 334511 with a size standard of 750 employees. Also provide the manufacturers name, if different. The NAICS code 334511 is suggested for this procurement, however if another code is more appropriate, please include in the company documentation. See attached THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. THIS ANNOUNCEMENT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IN NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THE PROVISION OF THE INFORMATION REQUESTED IN RESPONSE TO THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY EVALUATION. The Closing date for responses to this announcement is 16:00 EDT on 21 May 2006. Submissions received after this date and time may be reviewed but may not be considered in contract planning or in the creation of a solicitation. Failure to respond to this RFI does not preclude participation in any future competition for this requirement.
