Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston (Code 70 - Intelligence and Information Warfare Systems Engineering Department) is requesting information regarding Commercial Off The Shelf (COTS) Tactical Direction Finding Systems currently available in the marketplace. This RFI pertains to an urgent future requirement for the procurement of 1 Tactical DF System for test and evaluation. A possible demonstration of the equipment may be required within the next 2 months, with solicitation/award/delivery of the equipment required within 4 months to meet the needs of the Government. At this time, procurement of equipment and material IS NOT part of this request. This is a Request For Information (RFI) only. Responses to the RFI should be e-mailed to Donna Johnson at donna.johnson@navy.mil or faxed to (843) 218-5963 no later than 4:00 pm EDT on 21 May 2007. The DF system will be able to rapidly report the direction of arrival for extremely short duration and weak signals. The system will find the direction of arrival for any signal activity, including both traditional and modern VHF/UHF signals. The system will be able to carry out this analysis in real-time or in delayed mode. The delayed mode should allow storage of signal information in a database for signal analysis for several hours after the event of interest. The analysis abilities should include detection, location, collection, classification and archiving of signal activities. The DF system will be required to meet extreme environmental conditions. The system will be required to be rugged in design and suitable for transportable, portable or mobile applications. The DF system is required to have open and flexible software architecture that offers a complete set of tools needed to carry out VHF/UHF radio surveillance. The ability to control the DF system via Government developed software is required. The system shall be mission configurable; meaning that more than one vendor supplied DF antenna head can be used with the same DF processor. The minimum requirements for the DF system are listed in the attached table. Please address these minimum requirements in addition to any other information about your system that is deemed pertinent. In addition, companies are to provide applicable product brochures, complete technical specification/data sheets, and any independent assessment results currently available. Additional information required is company POC information including name, address, phone number, e-mail, etc. State business size classification (large, small, SBD, etc.) for NAICS code 334220 with a size standard of 750 employees. Also provide the manufacturers name, if different. The NAICS code 334220 is suggested for this procurement, however if another code is more appropriate, please include in the company documentation. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. THIS ANNOUNCEMENT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IN NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THE PROVISION OF THE INFORMATION REQUESTED IN RESPONSE TO THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY EVALUATION. The Closing date for responses to this announcement is 16:00 EDT on 21 May 2006. Submissions received after this date and time may be reviewed but may not be considered in contract planning or in the creation of a solicitation. Failure to respond to this RFI does not preclude participation in any future competition for this requirement.
