Description
SYNOPSIS--NAICS CODE: 541620 The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Climate Protection Partnership Division (CPPD), Energy Supply and Industry Branch (ESIB) is responsible for a range of successful, voluntary climate change programs that reduce greenhouse gas emissions by creating and expanding markets for clean energy (distributed generation, renewable energy and green power, combined heat and power, energy efficiency, and other clean energy options). ESIB works to remove barriers to investments in clean energy that prevent cost-effective clean energy policies and programs from reaching their full potential. The objective of the work is to garner technical, administrative, and recruiting support to effectively implement the range of ESIB programs and assist in the development of new programs and initiatives as needed. Support shall include: the provision of long-term and short-term technical assistance and customer support for the Branch?s voluntary programs and work with regulatory commissions; marketing, recruiting, and upselling of clean energy programs to new partnership prospects; development of analyses to support the greenhouse gas reduction goals of the climate leaders program. Work shall also include the investigation of clean energy technologies and utility policy options such as those in the renewable energy, distributed generation, green power, combined heat and power, and demand response sectors, and development of new and innovative strategies for reducing carbon emissions such as energy efficiency credits, emissions trading, renewable energy certificates, white tags, carbon offsets, carbon neutral programs, and other mechanisms and instruments to reduce carbon emissions. The government anticipates awarding multiple award/fixed rate (time and materials)/Indefinite delivery/Indefinite Quantity contracts with a one-year base and four-one year option periods. The total estimated labor hours for this effort is approximately 200,000 hours. The solicitation is subject to full and open competition. All responsible offerors may submit a proposal. Copies of the solicitation will be available on the EPA?s home page (http://www.epa.gov/oam/hpod). It is anticipated the solicitation will be available mid June. Paper copies of the solicitation will not be provided. An RFI (draft SOW)/Sources sought was previously posted on April 5th, PR-HQ-07-10956, at the above website and Fedbizopps. It is the responsibility of interested parties to regularly monitor the EPA web site for updates to this procurement.
