NAICS Code: 611310 Title: "International Biofuels Scenarios Analysis" Posting Date: May 17, 2007 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: June 1, 2007 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) Transportation and Climate Division (TCD) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Center for Agricultural and Rural Development at Iowa State University. The purpose of this acquisition is to provide analysis of transportation fuel pathways. For this analysis, the contractor shall use the Food and Agriculture Policy Research Institute (FAPRI) model. The contractor will enhance the FAPRI model's capability to quantify changes in GHG emissions based on alternative cropping practices in the U.S. and internationally. The contractor will also develop specific diagnostic runs that provide estimates of the impacts of different renewable fuels volumes on the agricultural sector. The Center for Agricultural and Rural Development (CARD) at Iowa State University is uniquely qualified to provide this analysis to the U.S. EPA. CARD has used the FAPRI models to analyze farm bill proposals since 1984. They have also employed the models to examine the impacts of World Trade Organization proposals, changes in the European Union's Common Agriculture Policy, and the impact of biofuel development in the United States. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
