- THIS NOTICE CONSTITUTES AMENDMENT NO. 001 TO THE COMBINED SYNOPSIS/RFQ FOR ELECTRIC CAR FEASIBILITY STUDY. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to delete the requirement for the online RFQS and enter instructions to offerors and evaluation criteria. QUOTATION PREPARATION INSTRUCTIONS AND EVALUATION CRITERIA The Government intends to make award to the offeror whose quote provides the best value to the Government. Price is the most important. Technical and past performance are equally important, and price is significantly more important than technical and past performance combined. 1. Offerors are required to submit their quote with the three distinct parts listed below (Price, Technical, & Past Performance). Page limits represent the maximum pages the Government will evaluate. A. Price (Not to exceed 1 page) Offeror shall provide a firm fixed price for accomplishment of all work and deliverables. Offer shall include a breakdown of skill mix and hours proposed to complete the SOW. B. Technical: Approach and Relevant Experience (Not to exceed 3 pages) Offeror shall include a description of past experience and accomplishments with explanation of its relevancy to the tasks and functions required to successfully complete this requirement. C. Past Performance (Not to exceed 2 Pages) Offeror shall provide relevant past performance information on 2 relevant contracts previously or currently held. 2. The completed quotation shall be sent to Amy Dupertuis not later than May 30, 2007 at 3pm (Eastern Standard Time), via e-mail, fax, or to the following address: NASA John F.
