- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Health Effects Lab Division and the Exposure Assessment Branch intends to issue a purchase order on a sole source basis to New York University School of Medicine, Nelson Institute of Environmental Medicine, 57 Old Forge Road, Tuxedo, NY 10987 to help NIOSH in determination of diameter distributon for carbon naotubes by Raman Spectyroscopy. There is very limited knowledge regarding potential exposure levels for workers exposed to carbon nanotubes (CNT). Also, there is no adequate method for quantitative and qualitative monitoring of airborne CNT due to their complexity. In a current research project grant-supported by NIOSH under Grant number G5B10095 (Judy Q. Xiong, PI), a comprehensive, yet practical method for quantification and characterization of airborne CNT samples using Atomic Force Microscopy (AFM) and automated image analysis software is being developed. Under the NIOSH grant the NYU Medical Center contractor will prepare samples of bulk and airborne CNT, and analyze same by AFM. Under this contract, contractor will prepare and analyze further samples and share them with NIOSH researchers for Raman and Photoluminescence Spectroscopic analysis. Contractor will, in addition, share the AFM results with NIOSH personnel and collaborate in the interpretation of AFM and Raman and Photoluminescence results. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with New York Univsersity School of Medicine as the only source and a purchase order will be issued without any additional notices being posted.
