- Draft specifications for the Unit Level Variant are hereby attached to this notice for informational purposes only. The draft specifications are issued solely for information and planning purposes ??? it does not constitute a final Request for Proposal (RFP) or a promise to issue a final RFP in the future. The Government requests that interested parties provide any comments regarding the draft specifications not later than 1600 PDT 25 MAY 2007. Comments only are requested. Questions regarding the draft specifications are not requested and will not be answered. Submit unclassified comments in writing through the Space and Naval Warfare Systems Command (SPAWAR) E-Commerce website. To access the SPAWAR E-Commerce Central website, go to https://eommerce.spawar.navy.mil. Click on Headquarters; then Future Opportunities; then click on the yellow folder to the left of N00039-07-R-0026. All submissions become Government property. Responses will not be individually graded or returned to the respondent. Responders are advised that the US Government will not pay for any information or administrative costs incurred in response to the draft specifications; all costs associated with responding to the draft specifications will be solely at the interested party's expense. Not providing comments on the draft specifications does not preclude participation in any future RFP, if one is issued. If a final RFP is released, it will be posted on the SPAWAR E- Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Government will not field or respond to any questions related to the draft specifications. The pre-solicitation synopsis information below is also hereby updated: The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office-Command, Control, Communications, Computers, Intelligence and Space (PEO-C4I & Space), Navy Communications Program Office (PMW-170) intends to conduct an unrestricted competitive procurement for Multi-Band Shipboard Satellite Communications Systems. The ship classes that will be receiving the CBSP Unit Level terminal are Navy unit level ships to include, but are not limited to, CGs, DDGs, and LPDs. The Government intends to award a Firm Fixed-Price (FFF) contract with optional FFP line items for additional quantities in future years. A Request for Proposal (RFP) will be issued approximately late May 2007. The anticipated award date is approximately October 2007. FAR Part 15, Contracting by Negotiation, will be utilized. Additional information regarding this procurement may be found on the SPAWAR E-Commerce web site: https://e-commerce.spawar.navy.mil under N00039-07-R-0026. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper copies of these documents will be issued.
