Description
Request for Information #1 (NAS Methodology Evaluation) The Department of Labor, Bureau of International Labor Affairs (DOL-ILAB) is conducting a Sources Sought for information purposes only. This is not a Request for Proposals/Quotes. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to this Sources Sought Notice or to a contract for services. The capability statements received in response to this Source Sought Notice will be used to determine the feasibility of soliciting an acquisition as a 100% Small Business Set Aside or a GSA Schedule Contract. DOL-ILAB appreciates responses from all capable and qualified sources, including but not limited to, small (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) business organizations and GSA schedule companies. BACKGROUND: DOL-ILAB seeks capability statements from interested and qualified potential sources to conduct an evaluation of the DOL-ILAB matrix framework for analyzing and benchmarking compliance with international labor standards. The matrix tool was developed by the National Research Council of the National Academies for DOL-ILAB in 2004 (for the Monitoring International Labor Standards study), but has not yet been pilot-tested. DOL-ILAB will provide parameters of the evaluation; the selection of panelists and coordination of the evaluation will be performed independently by the contractor. The contractor will be responsible also for compiling a report that synthesizes the results of the evaluation and identifies areas in which there was consensus among the experts and areas in which their views diverged. QUALIFICATIONS: The contractor must have the following qualifications: a. The contractor must demonstrate extensive knowledge of and experience working in the area of international labor rights. b. In particular, the contractor must demonstrate past work and/or expertise in the following areas: freedom of association, right to organize and bargain collectively, prohibition of forced or compulsory labor, minimum age for employment of children and effective elimination of the worst forms of child labor, ending discrimination in all forms, and/or acceptable conditions of work, which includes work hours, wages, and occupational safety and health. c. The contractor must demonstrate familiarity working with the various sources of information used in assessing compliance with international labor standards, including statistics, reports and other information. d. The contractor must be familiar with the NAS study on Monitoring International Labor Standards e. The contractor must demonstrate knowledge of legal frameworks and labor rights practices in developing countries. f. The contractor must demonstrate experience in testing methodologies that have qualitative and quantitative components. g. The contractor must demonstrate access to, and experience working with the international labor rights research community. Respondents shall used the address above with the RFI Number DOL079RI20377 noted by the due date and time using U.S. POSTAL, FEDEX, DHL, UPS or other delivery means of service that have specific authority and access by building security permission to enter the FPB building and deliver proposal response directly to Room S-1915B. DOL employees are not, required, able, available, nor have the means or the facilities to pickup, and sign for any packages or documents delivered to the security entrance of this building in response to this RFI.
