Description
By way of notice and in accordance with FAR 6.302-1, the U.S. Army Corps of Engineers, New England District announces its intention to award a sole source Purchase Order to Black & Veatch Special Projects Corporation, Shawnee Mission, KS to conduct a two-phase Value Management Workshop for the National Museum of the United States Army (NMUSA) at Fort Belvoir, VA. The work will consist of planning, arranging, facilitating and preparing a report for two week-long Value Management workshops. The focus.o n the first one (week of 11 June 07) is project planning, wherein a Master Project Management Plan would be established, identifying a clear path forward for the project. The second workshop (October 07) will focus on scope development. The project team encompasses a wide variety of expertise: museum directors, exhibit planners, education experts, marketing, fund raising, engineers and planners. As such, the facilitator must possess the people skills necessary to pull the team together creating a synerg istic effect. Facilitator must be a Certified Value Specialist (CVS) with experience in military projects and facilitating preliminary planning workshops. The NMUSA will be a unique facility of national and historic significance. It will encompass a stat e-of-the-art building housing world class exhibits that uses interactive features and multimedia presentations to tell the story of the Army and the soldier. Special attention has been given to this project up to the level of the Secretary of the Army, an d the team must ensure it stays on track throughout the development. A Value Management workshop is critical to the projects success. Not only does Black & Veatch Special Projects Corporation and their subconsultants have the necessary requirements , the y plan on using a facilitator who, besides being a CVS, is also a registered Professional Engineer, with an extensive history working for the Corps of Engineers, as an employee and a consultant, and was the former president of the Society of American Value Engineers. Therefore we consider this acquisition to be available from only one source, Black & Veatch Special Products Corporation. It is anticipated that the resultant contract will be a firm fixed price Purchase Order. This is NOT a Request for Quotati ons, therefore NO solicitation will be issued.
