- In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD) located in Ann Arbor, Michigan requires a contractor to provide Indefinite Delivery / Indefinite Quantity Technical Software Development Support for the current EPA series of air emission estimation models: MOBILE6 - used to estimate the air pollutant emission rates of highway vehicles; NONROAD - used to estimate the air pollutant emissions of mobile off-highway vehicles and equipment; and NMIM - a transition product incorporating both MOBILE and NONROAD. Additional information regarding these models is available at the OTAQ website http://www.epa.gov/otaq. The contractor shall provide technical support under the following areas: (1) Advise EPA regarding the further evolution of the current software development ?infrastructure? to meet the needs of the MOVES project as it progresses; (2) Work with EPA to produce and update software designs for NMIM and releases of MOVES, similar to those already available; (3) Use the MOVES design and the software development infrastructure to produce, update, and test implementation of NMIM and MOVES; (4) Advise, assist, and provide training to EPA staff regarding software development tools and methods. The exact amount of technical support required by the Contractor is not precisely known in advance. The contractor shall vary the level of support throughout the performance period as required by the tasks issued. The Period of Performance includes a one-year Base Period (10/01/07 - 9/30/08) and four (4) subsequent one-year Option Periods. EPA expects that the amount of technical support will average between 20 and 30 hours per week per year. This procurement is a small business set-aside under NAICS code 541511 with a small business size standard of $23 million. Award will be made using "Best Value" evaluation criteria. Any responsible source believing itself capable of providing the required Technical Software Development Support may submit a fixed-rate proposal which shall be considered by the Agency.
