- NASA/JSC has a requirement for fabrication of small quantities of both analog and digital integrated circuits. Using design files supplied by JSC, the contractor must produce and package the integrated circuits in a timely manner (2 months), using a variety of processes and process geometries. The vendor must be able to convert foundry independent designs to that foundry's native specification. NASA/JSC intends to purchase the items from the MOSIS Division of the University of Southern California because it is a quasi-governmental service set up for this purpose. MOSIS is a service and uses whatever foundry you specify (from the list they offer). They convert foundry independent designs to that foundry's native specification. The time required to convert a design without using MOSIS proprietary software is several months, which is prohibitive. In addition to the logistics of foundry access, MOSIS supports universal scalable design rules all the way from 1.5 microns to 0.18 microns. All JSC designs are done using scalable design rules. The alternative is to do designs using vendor specific design rules. The labor involved is so great it would prohibit JSC from doing most of its projects. Since scalable design rules depend on unique software processing by MOSIS, this service is not available directly from foundries. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary Thomas not later than 2:30 p.m. local time on 5/23/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
