MARKET VALUE: The initial grade level of this position will be the equivalent of a GS-11, with the opportunity for advancement to the GS-12 equivalent after at least one year at the GS-11 level if the individual receives a recommendation from the supervisor for advancement along with an excellent performance evaluation. Advancement to the GS-12 level is not guaranteed. The salary range of the GS-11 is $55,706 to $72,421 per annum. The actual salary of the successful candidate will be negotiated within the daily pay range depending on qualifications, salary and work history, experience and educational background. STATEMENT OF WORK POSITION DESCRIPTION BACKGROUND The Office of Transition Initiatives (OTI) was created in 1994 as a distinct operating unit within USAID to help local partners advance peace and democracy in priority conflict-prone countries. Seizing critical windows of opportunity, OTI works on the ground to provide fast, flexible, short-term assistance targeted at key transition needs. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief. Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition. DCHA/OTI's strategic objectives are based on the premise that fast, direct, and overt political development assistance is needed as a catalyst to move countries beyond crisis to stability. When a crisis occurs in a priority country, DCHA/OTI has the ability to engage in that country and initiate a country program. A country program is designed to address the fundamental constraints prohibiting the country from emerging from crisis. USAID's Office of Transition Initiatives assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations. The typical OTI country strategy follows US Government policy and directly involves: reshaping hard-line attitudes and perceptions; promoting democracy, human rights, and basic freedoms; disseminating objective information; and effecting positive political change - wherever and whenever possible. OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high level professionals and experts under personal services contracts (PSCs). These knowledgeable and skilled professionals make up the vast majority of the OTI work force and are at its forefront implementing and achieving the organization's programmatic goals and objectives. For more information about OTI and its country programs please see: http://www.usaid.gov/our_work/cross-cutting_programs/transition_initiatives/ INTRODUCTION The purpose of this contract is to hire multiple Program Managers to support USAID's Office of Transition Initiatives (DCHA/OTI) regional activities. The Program Manager will assist one of OTI's regional teams in the management of existing country programs and participate in new country program assessments as the need arises. OTI currently has three regional teams: Asia and Near East (ANE), Africa (AFR), and Latin America and Caribbean (LAC). This is a program-funded USPSC position, which OTI anticipates will focus approximately 80% of time on country program implementation, and approximately 20% of time on strategic planning and program development. This position is a laddered position, which begins at the GS-11 equivalent level. The candidate may be considered for a GS-12 equivalent level after at least one year if s/he receives a recommendation for advancement from the supervisor as part of an excellent performance rating. Advancement to the GS-12 level is not guaranteed. OBJECTIVE The objective of this solicitation is to provide additional PSC staff to provide program management functions for OTI's regional program teams. 9. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The Program Manager must be an individual with sound judgment, excellent communication, interpersonal and analytical skills and possess a well-developed understanding of US policy interests. The successful candidate must have a strong interest in assisting countries in transition and be able to accomplish a wide range of assignments on short notice. Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work under conditions of ongoing change. The successful candidate must also be willing and able to perform a wide range of administrative functions (budget and financial preparation and management, records management, travel assistance, etc) to help ensure programmatic success. The Program Manager will be based in Washington, D.C. and will be a member of one of DCHA/OTI's regional teams responsible for all program implementation-related activity in the specific region. The incumbent will report to and be supervised by one of the Regional Team Leaders. The specific duties and responsibilities include, but are not limited to: A. GS-11 - Duties and Responsibilities * Support implementation and management of assigned country program(s), including contractors and grantees working under country programs and provide support, when needed, as an auxiliary team member in the field, being prepared to travel to difficult posts overseas for up to one month or more if required; * Prepare documentation for any required program contracts, grants or cooperative agreements; * Ensure completion of OTI project administration, budgeting and contracting action needs; * Manage and/or participate in the selection of program implementers, such as grantees, contractors, and personal services contractors; * Develop and maintain collaborative relationships with other DCHA offices, other USAID divisions, the Department of State, other USG agencies and departments, NGOs, international donors, and others interested in particular OTI country programs; * Participate in country analysis and program design to develop existing and future programs and strategies; * Participate in design and implementation of new country program operations to include management, logistical, budget, administrative, personnel and contractual issues; * When required, participate on inter-office, inter-bureau, or inter-agency committees where issues relate to OTI's program goals. * When required, assume higher representational responsibilities, potentially serving as acting team leader or country or deputy country representative in his/her absence, for example; and, * Perform other duties and activities as required for the successful completion of country programs. B. SUPERVISORY RELATIONSHIP: The Program Manager will take direction from and will report to the Regional Team Leader or his/her designee. SUPERVISORY CONTROLS: The Supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be accomplished. The incumbent is expected to take initiative, act independently, and manage his/her tasks with minimal supervision. 10. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. During deployment on Assessment teams, Disaster Assistance Response Teams (DARTs) (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 11. WORK ENVIRONMENT Work is primarily performed in an office setting. During deployment on Assessments, Disaster Assistance Response Teams (DARTs) (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. 12. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. Bachelor's degree AND At least four (4) years of progressively responsible experience as follows: - Minimum of two (2) years of recent project management experience with a USG foreign affairs agency, international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities; of which one (1) year must include experience in humanitarian assistance, transition programs, or democracy building; and of which six (6) months must include overseas experience. SELECTION FACTORS (Determines basic eligibility for the position. Evaluation Factor 1: Demonstrated professional experience in the conceptualization, design, management, or evaluation of project activities relevant to political transition and/or post-conflict programs. Evaluation Factor 2: Demonstrated ability to initiate, develop and manage multiple projects simultaneously in a high visibility, high-pressure environment, including crisis situations. Evaluation Factor 3: Demonstrated experience in office administration (such as records management, budget and finance, personnel support, for example), contract and/or grant management with demonstrated ability to motivate, guide and manage contractors or grantees in difficult, complex circumstances. Evaluation Factor 4: Demonstrated oral and written communication, and analytical skills illustrated through the research, preparation and presentation of status reports, briefing papers, and other official documents. Evaluation Factor 5: Demonstrated social and interpersonal skills illustrated by the ability to interact in a team setting, or with counterparts, on both the lowest and highest political, social, and economic levels. BASIS OF RATING: Applicants who meet the Education/Experience Requirements and Selection Factors will be further evaluated based on scoring of the Evaluation Factor responses.
