Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Process Measurements Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Circuit Equipment Corporation, Mentor, Ohio, for the purchase of Radio Frequency (RF) Electronics replacement parts for several Ultrasonic Interferometer Manometers (UIMs). Sole Source determination is based on the following: NIST currently utilizes four (4) ultrasonic interferometer manometers (UIMs) that require very specific RF signal processing. The UIMs are one-of-a-kind devices that were developed and built at NIST to provide the United States with primary pressure standards. Circuit Equipment Corporation (CEC) was contracted by NIST to design a prototype unit that met the NIST requirements. NIST now owns and operates the UIM2004 Model RF Electronics Units that were built by CEC. The purchase of replacement parts will enable NIST to operate its primary standards, serving as a backup if electrical components fail in the UIM2004 Units. Therefore, the required equipment must be 100 percent compatible with the existing equipment. Circuit Equipment Corporation is the sole manufacturer and distributor of the replacement parts that are required to satisfy the Government?s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by June 5, 2007, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
