Description
The Office of Human Services Policy, Office of the Assistant Secretary for Planning and Evaluation, through the Program Support Center (PSC), intends to award a sole source contract to the Urban Institute. The purpose of this acquisition is to provide continued technical assistance and further development support for the Micro-Simulation for Tax, Transfer and Health Insurance on the Transfer Income Model (TRIM3). TRIM3 is a very complex economic analysis modeling system created for the Office of Human Services Policy more then two decades ago. A large cadre of professionals with a variety of complex and sophisticated skills and extensive experience providing policy analysis, social science research, statistical and econometric knowledge, and analytic and systems programming, are needed for the continued enhancements and maintenance of the TRIM3 system. Closing date for this announcement is July 6, 2007. The proposed acquisition action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, and 41U.S.C.(c)(1)B. A determination by the Government not to compete this proposed acquisition based upon responses to this Notice is solely within the discretion of the Government. Contractors may forward capability statements to the referenced address within 45 days after the date of publication of this Notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
