- Description
- The Department of Veterans Affairs (VA), Office of Acquisition and Material Management (OA&MM) is seeking a comprehensive turnkey Spend Analysis to assist in the VA's ongoing strategic sourcing efforts. The focus of the Spend Analysis will be on cleaning, standardizing and normalizing historical VA expenditure data, which will need to be collected by the successful contractor from various VA financial systems, as well as third party supplier feeds, if necessary. The Spend Analysis will also require the VA expenditure data to be enriched and augmented as necessary, and then classified using a common taxonomy, such as the United Nations Standard Products and Services Code (UNSPSC). The period of performance will include a base period to analyze up to $12 billion in VA expenditures from a particular fiscal year, and two (2) option periods to analyze up to two additional years worth of expenditure data from subsequent fiscal years. The VA anticipates making a single fixed price award, based on the evaluation criteria established in the solicitation. The solicitation is intended to be released on or about June 4, 2007. The Request for Proposals (RFP) will be issued as a full and open, unrestricted, FAR Part 12 commercial procurement action and all responsible sources may submit a proposal which shall be considered by the agency. NAICS Code 541611 - General Management Consulting Services has been assigned to this acquisition, containing a Small Business Size Standard of not more than $6.5 Million Dollars Average Annual Gross Revenues for the past 3 fiscal years. Any offeror submitting a proposal is required by the Federal Acquisition Regulations to use the Online Representation and Certifications Application (ORCA).
