Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston intends to issue a solicitation for technical and maintenance support services for a broad range of complex electronic systems to the Naval Air Systems Command, the Space and Naval Warfare Systems Command and other government agencies. We are the technical managers and In-Service Engineering Agents (ISEA) for various Navy/Marine Corps shore Air Traffic Control (ATC) systems. Our technical responsibilities encompass project management, design, technical, installation, integration, testing, maintenance, configuration management and logistics support for ATC, Meteorology and Oceanographic (METOC), United States Antarctic Program (USAP), and the Central Command, Air Forces (CENTAF) programs, systems, and equipment. During the support of the required tasks, the contractor shall be required to travel to various locations worldwide via task orders on an "as needed" basis. A draft copy of the Statement of Work (SOW) is provided as an attachment to this notice. This procurement is a follow-on for contract N65236-02-D-3712. The incumbent contractor is Serco of Vienna, VA (formerly Resource Consultants, Inc. (RCI)). The subject procurement is being solicited as a full and open basis as a competitive acquisition. The Government intends to award an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Incentive-Fee (CPIF) Performance Based type contract for a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $25 million. It is anticipated that the solicitation will be available on or about 20 July 2007 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. Each offeror is responsible for monitoring this site for the release of the solicitation and any related amendments, and subsequently downloading their own copy of the solicitation and applicable documents. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Prospective offerors are required to supply the name and address of their company; a point of contact name; e-mail address; and telephone number with their proposal. On-line RFP's are available 24 hours a day, seven days a week. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of this solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety.
