Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston, Code 741 (Advanced Law Enforcement Technology Branch), is seeking information on Credentialing Systems for Emergency Responders. The Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number for this equipment is 14SW-01-SIDP. The target audience for this information is the emergency responder community and all submittals should be suited to their specific needs. Information sought should be relevant to credentialing systems which enable emergency responders to issue common identification to personnel responding to a catastrophic event. SPAWARSYSCEN Charleston is seeking information on all available commercial Off-the-Shelf (COTS) software, applications, and tools for emergency responders to provide common valid credentials for identification purposes during incidents where these responders may need to identify themselves for access to controlled areas. Credentialing system products submitted should be mobile for rapid deployment to the scene of an incident. Credentialing system products should be portable for incident access control boundaries that have limited to no supporting infrastructure and may require handheld devices for handheld access control credential verification. SPAWARSYSCEN Charleston is primarily interested in applications and tools that comply with National Institute of Standards and Technology (NIST) Federal Information Processing Standard (FIPS) 201, Personal Identification Verification (PIV) standards, and will be compatible with Federal credentials in accordance with Homeland Security Presidential Directive (HSPD)-12. Responses should detail these standards where applicable to the product. National Incident Management System (NIMS) interoperability should also be detailed where applicable to the product. Review of this information is being performed for DHS, FEMA, Systems Support Division. DHS established the System Assessment and Validation for Emergency Responders (SAVER) Program to conduct comparative assessments and validation activities that provide the emergency responder community with information on important products and services. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contact???s phone number and e-mail address. 4. Product name, price, and a brief description (75 words or less). 5. Details of FIPS201/PIV, NIMS interoperability. 6. What specific technologies are used in your products (RFID, Bar Codes, Smart Cards, Biometrics, etc.). 7. Details of whether and how your product interfaces with other credentialing data sources and source databases. 8. The specific parts and sub-components in your product (printers, scanners/readers, software, matching systems, etc.). 9. Major government installations of your product. 10. Portable/Mobile/Handheld specifics. The submitted information will be evaluated for inclusion in SAVER projects and reports. Determination as to an individual product???s suitability will be made by SPAWARSYSCEN Charleston based on the objectives of this request. Vendors may be contacted following submission to request more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents.
