- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Manchester Field Station located in Port Orchard, WA intends to acquire the following services: 1) Otolith Analyses. The object of this study is to determine the proportion of sampled Oncorhynchus mykiss that were spawned by anadromous or resident females by analysis of strontium abundance in their otoiths. Analyze 420 juvenile rainbow/steelhead otoliths for strontium/calcium ratios using Laser Ablation Inductively coupled Plasma Mass Spectrometry. A total of 210 otoliths from parr collected in 2006 will be provided by July 1, 2007; and, a total of 210 parr collected during July and August 2007 will be provided by September 30, 2007. The anticipated completion date is June 1, 2008. 2) Scale Analyses. Scales collected from Oncorhynchus mykiss sampled from seven Hood Canal streams will be analyzed to determine age. Scale ages will be reported besed on winter annulus formation in both fresh and saltwater. The anticipated completion date is September 1, 2008. The intended acquisition is for supplies for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The only known source is the Washington Department of Fish and Wildlife (WDFW). The WDFW otolith laboratory developed the technology for determining ancestry based on otolith microchemistry for steelhead in the Hood Canal watershed. The WDFW is the only laboratory to have established a baseline of strontium/calcium ratios in the otoliths of juvenile salmonids depending on their local geography. The WDFW laboratory has evaluated samples from the Hamma Hamma River, which is part of the present study. Continued investigation of the Hamma Hamma River, and consistency with earlier investigations, is critical to the success of the present research study. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Washington Department of Fish and Wildlife, without further notice.
