- : This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Northwest Regional Office located in Seattle, WA has a requirement for a contractor to conduct surveys including catching Chinook salmon for a radio tagging project conducted by University of Idaho. Contractor SHALL: 1. Estimate the abundance of fall Chinook salmon spawning in the watershed of Deschutes River in 2007 using mark-recapture methodology such that the estimate will be within 30 percent plus or minus of the true value 95 percent of the time 2. Capture Chinook salmon and provice them to University of Idaho personnel for radio tagging to estimate the proportion of adult fall Chinook salmon in the whole river mark-recapture escapement estimate that exit the river prior to spawning, within 15 percent of the true value 95 percent of the time 3. Calculate the fish/redd below Sherar?s Falls and compare it to the fish/redd above 4. Take DNA samples from Chinook salmon captured and tagged. A firmed fixed price purchase order will be issued, with performance period that will start Aug 1, 2007 and will end July 31, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified. The Confederated Tribes of Warm Springs Department of Natural Resources as the only qualified source who can complete work under this project. The Confederated Tribes of Warm Springs Department of Natural Resources have access and authority to conduct on the portions of the Deschutes River drainage that flows through tribal lands. They have management authority, permit authorizations, access to the river and work experience to conduct this study. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to The Confederated Tribes of Warm Springs Department of Natural Resources, without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
