- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Northwest Regional Office located in Seattle, WA has a requirement for a contractor to survey streams in the vicinity of Marblemount Hatchery during spring Chinook spawning time. A report that summarizes the estimated stray rates of Skagit Hatchery spring Chinook in 2007 and compares them to the rates estimated from 2006 pilot study, will be provided to the U.S. Chinook Technical Committee. Contractor SHALL: 1. Tag sample at least 10 percent of Chinook spawners in the vicinity of Marblemount Hatchery during spawning timing of spring Chinook. 2. Estimate the number of hatchery stray spawners by age and release stage and estimate the total number of strays 3. Calculate the hatchery stray rate, and compare it to the rate estimate of 2006 3. Sample sufficient Chinook Carcasses in the vicinity of the Skagit Marblemount Hatchery 4. Estimate the number of Skagit hatchery Spring Chinook that spawn in the wild by age and release stage. 5. Using the number of hatchery spawners, and the rack return to Marblemount Hatchery, calculate the stray rate, overall and by age and release stage. A firmed fixed price purchase order will be issued with performance period of one year from date of award. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Skagit River System Cooperative (SRSC) as the only qualified source who can complete work under this project. The SRSC conducted a pilot study in 2006 that found that the undocumented straying rate was a significant problem and this experience will allow them to design an effective project for 2008 season. The SRSC stocks are listed as endangered under the Endangered Species Act and they hold the required permit to conduct research on them. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to SRSC, without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
