Description
The National Center for Zoonotic, Vector-Borne, and Enteric Diseases of the Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order for research in five topic areas important to current public health interests in recreation water venues to Dr. Joan Shields of Chamblee, Georgia. The vendor will analyze and summarize data in manuscripts for publication in peer-reviewed scientific journals. This project measures inactivation of C.parvum and S.aureus, seperately and independantly in the presence of free chlorine at several pH values and times and in the presence of chlorine stabilizer. Additionally, testing of ultraviolet light treatment in improving indoor pool air quality, detection of pathogens in swimming pool filter backwash, and detection of pathogens in a sample of diapers from swimming venues shall be conducted for this project. The vendor shall possess the following minimum qualifications, knowledge, expertise and experience to perform these tasks: tissue culture methods to test the viability of C.parvium; water disenfection methods for inactivating waterborne pathogens such as Staph and C.parvum; disinfected recreational water issues related to pathogen and pool-related disinfection chemicals; indoor air quality issues and testing related to indoor pools and disinfection by-product formation; molecular detection methods and specifics of inhibiltory effects of assaying disinfected pool water; and finally, understanding of public health issues related to disinfected recreational water use, contamination by pathogens, and appropriate questions to investigate to reduce risks for swimmers. . Justification for other than full and open competition is justified due to the fact that Dr. Joan Shields and associated laboratorians she provides is unique in bringing together specific expertise normally accomplished by multiple labs for the collection of various data to meet all of the program requirements including cost and time constraints. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government.
