Description
SCOPE: a. Background and purpose: The goal of the ?Just Move It? Running & Fitness Camp program is primary prevention of diabetes by promoting the establishment of healthy lifestyle choices among Navajo school-age children. Key elements of the approach include providing a fun, safe, drug free, and educational environment for children to experience the joy of physical activity. The camps should target children ages 8 to 18. Camp facilitators should be American Indian College and high school athletes. Facilitators will serve not only as role models, but also, provide a social network and social support to health for the children and one another. Core components of the camps should include education on diabetes prevention, substance abuse prevention, physical activity, nutrition, and the integration of Navajo traditional culture to these components. All components should be taught at grade level and be conducted interactively. REQUIREMENTS Tasks 1. The contractor will be responsible for planning, implementing and evaluating a series of running and fitness camps on the Navajo Nation during the summer of 2007, including but not limited to: a. Planning: i. Contractor to identify all American Indian college and high school student athletes to serve as facilitators for the series of running and fitness camps. ii. Contractor to train all American Indian college and high school athletes who will be serving as facilitators in basic education on diabetes prevention, substance abuse prevention, physical activity, nutrition, and the integration of Navajo traditional culture to these components. Goal of the training is to help the runners recognize their potential as role models. Training should be conducted before the series of camps begin. iii. Contractor to provide all facilitator?s travel and accommodation costs during the time the camps are being conducted on the Navajo Nation. iv. Contractor to identify camp locations on the Navajo Nation and secure all required clearances. One or two 2-day camps should be planned for each of the eight Indian Health Service Units for a total of 26 camp days. v. Contractor to develop and provide all training materials. vi. Contractor to advertise/promote all camp locations and dates. vii. At each site, Contractor to coordinate a community physical activity event in conjunction with the camp or partner with local communities on existing community physical activity events. Goal of this is to reinforce the teaching the children received and to involve the children?s parents and the community. viii. Contractor to coordinate all camps with local Navajo Area Indian Health Service (NAIHS) Health Promotion program, Navajo Nation Department of Youth and/or local organizations. b. Implementing i. Contractor will provide one or two 2-day running and fitness camps at each of the eight Indian Health Service Units for a total of 26 camp days. ii. Contractor will provide all travel and accommodations necessary to bring facilitators to Navajo community locations. iii. Contractor will staff camps adequately to provide services to 100 children per camp location. iv. Contractor to provide certificate of participation and t-shirts to all children who participate in camp. c. Evaluating i. Contractor to evaluate camp planning process & implementation phase. Evaluate: 1. Process of identifying and training American Indian college and high school athletes. 2. Process of coordinating camp dates and locations. 3. Process of developing and providing all training materials. 4. Process of advertising/promoting all camp locations and dates. 5. Process of coordinating a community physical activity event in conjunction with a camp. 6. Process of coordinating camps with local NAIHS Health Promotion program, Navajo Nation Department of Youth and/or local organizations. 7. Process of implementing the camps. 2. The contractor will assist with local community physical activity events in support of physical activity promotion on the Navajo Nation, including the development and support of promotional campaigns, incentives and local running/walking clubs. b. Reporting Requirements The contractor will provide summary reports for each camp to the NAIHS Health Promotion Program, including overall participation rates, summaries of group and individual activities, feedback from students and parents, and recommendations for next year?s programs. c. Deliverables Contractor shall provide services as outlined above. d. Schedule Upon award of contract, vendor will initiate project and carry it out during May ?July 2007. Place of delivery of invoice for entire project to: Office of Community Health Services, Northern Navajo Medical Center, North Hwy 491, PO Box 160, Shiprock, NM 87420. Method of delivery should be in person, by mail, or federal express. e. Period of performance Project is estimated to take place during May through July 2007. f. Government property No government property will be involved in carrying out this contract. 3. QUALITY ASSURANCE PROVISIONS These will include inspection of preliminary and final materials delivered to Director of Community Health Services, Shiprock Service Unit and review of interim reports by Community Health Services staff. Progress meeting will take place by phone at least weekly between contractor and Shiprock Health Promotion department during the duration of the contract. 4. REFERENCES ?Just Move It? Running & Fitness Camps are a key element of the Special Diabetes Program for Indians grant funded programs under the Navajo Area Indian Health Service. Project is in support of the NAIHS 2006 HP/DP Plan & Objectives, as well as the NAIHS SDPI 2005 Grant for Prevention of Diabetes 5. SUMMARY Contractor will provide all services necessary to implement a series of community-based running and fitness camps for Navajo school aged children in communities on the Navajo Nation, totaling 26 days of camps, sites including all 8 Navajo Area Service Units, during May-July of 2007.
