Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Johns Hopkins University, Core SNP Center, 600 N. Wolfe St, Baltimore, MD 21224. The contractor will replicate our findings of gene-personality relations, it is of great interest to analyze a set of the top findings in Sardinia for each personality trait in the Baltimore ECA populations study that has been conducted since 1980 by Professor William Easton and colleagues at the JHU Bloomberg School of Public Health. NEO-PI-r personality data on 720 individuals who gave consent for blood draws and DNA extraction and genetic analyses will be performed under this sole source contract with the SNP Center Health, JHU. This procurement will allow for the genotyping of 720 unique samples with two platforms of 1,536 SNPs each. The first batch will be delivered in October 2007. The second batch will be delivered in January 2008. Only one responsible source and no other supplies or services will satisfy agency requirement, 41 U.S.C. 253(c) (1), FAR 6.302-1 (b) (1). The cited authority is applicable because Johns Hopkins University is the only source that can fulfill the requirements of this contract. The Baltimore DCA sample and associated DNA are a tremendously unique and invaluable data set and source. Only this sample has carefully followed a community sample since 1980 and has collected NEO-PI-R personality information as well as personality disorder, life chart, health, and service use data on a multiracial inner-city sample. In addition, and most importantly, the Institutional Review Board or IRB requirements (H.33.01.03.26-A2) stipulates and requires the ECA DNA to be reposited at the JHU Core. Thus the only genotyping facility that is granted access to the DNA and that can perform these genotyping assays is the DNP Core Center. The period of performance is 12 months. The North American Industry Classification (NAICS) is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement.
