- This is a combined synopsis/solicitation for commercial items prepared in accordance with TSA Transportation Security Administration Acquisition Management System (TSAAMS) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSTS07-07-Q-0030, which is issued as a Request for Quote (RFQ). This requirement will be an UNRESTICTED acquisition. The Transportation Security Administration (TSA)-Office of Law Enforcement (OLE) has a requirement for training ammunition and accessories, BRAND NAME OR EQUAL, that are silent blank rounds for H&K USP Compact LEM 9mm weapons. These rounds must not emit any gases, powders or liquids (no residue of any sort) upon discharge, must cycle the weapon at normal rates of fire, and have adaptor/conversion kits that prohibit the firing of live (killing) rounds while in training mode. The appropriate safety goggles, to ensure guaranteed and warranteed protection of the user are to be quoted as well. The Government intends to award an indefinite-delivery, indefinite-quantity (IDIQ) type contract for a base period of one (1) year and four (4) one year options, each year/option to include: Silent Blank Rounds (SBR 9mm) MINIMUM quantity of 12 cases (1000 rounds per case) MAXIMUM quantity of 1536 cases (1000 rounds per case), Conversion Barrels (USP K 9mm SBR) MINIMUM quantity of 4 SBR conversion barrels MAXIMUM quantity of 200 SBR conversion barrels , Conversion Barrels (USP K 9mm MMR {Man Marker Rounds}) MINIMUM quantity of 4 MMR conversion barrels MAXIMUM quantity of 200 MMR conversion barrels, Protective Safety Goggles ? Bolle Commando or equal MINIMUM quantity of 8 goggles MAXIMUM quantity of 200 goggles, Shipping and delivery to include an equal quantity to four (4) regions- Northeast (Atlantic City area), Southeast (Atlanta area), South Central (Dallas area), Southwest (Las Vegas area) within 45 days from order execution. The anticipated award of the contract is June 2007. All interested offerors seeking award must be registered in the Central Contractor Registration (CCR) Database, and should return their quotes by 3:00 PM, EST, (Eastern Standard Time) on the due date indicated. It is the responsibility of the offeror to contact the Contracting Officer to ensure delivery and receipt of all documents, to include quotes and applicable representations and certifications as needed. The solicitation document and incorporated provisions and clauses are those in effect through the following provisions in TSA Acquisition Management Systems (TSAAMS). The solicitation incorporates one or more clauses by reference, with the same force and effect as if given in full text. The provisions of 3.2.2.5-1 Instructions to Offerors Commercial Items (August 2002) and the clauses 3.2.2.5-4 Contract Terms and Conditions-Commercial Items (February 2003) apply to this contract. Offerors must include a completed copy of TSA Acquisition Management System (TSAAMS) Provisions at 3.2.2.5-3 Offeror Representations and Certifications-Commercial Items (February 2003)- pages attached to this proposal. Please fill in applicable clauses. Clause 3.2.2.5-5 Commercial Items-Contract Terms & Conditions Required to Implement Statutes or Executive Orders (August 2002) is hereby incorporated by Reference; the following subparagraphs are applicable: (13) Equal Opportunity for Special Disabled Veterans, (16) Child Labor-Cooperation with Authorities and Remedies and (24) Payment by Electronic Funds Transfer-Central Contractor Registration. Contractors are reminded that in accordance with subparagraph (p) (February 2003),Other Compliances contained within 3.2.2.5-4 , the successful contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under the contract. Additionally, offerors are advised that the following clause will pertain to any contract award: Release of Information - The Contractor shall not disclose, advertise, or release information without prior written approval from the Contracting Officer. Invoicing will be permitted after shipment and should be submitted in accordance with applicable provisions of Clause 3.2.2.5-4 which has been incorporated by reference herein. NEW ONLY.
