- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), HSCG84-07-Q-3PZA85, incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 05-16. This is a 100% small business concern set-aside procurement. Only offers from small business will be considered. The applicable North American Industry Classification (NAIC) code is 611699, size standard is $6.5M. An award will be made using simplified acquisition procedures, in accordance with FAR Part 13, as a firm fixed price purchase order. The U S Coast Guard Maintenance and Logistics Command, Atlantic (fcp-4) intends to issue a sole source purchase order to CAPTAIN FRANKE MARINE SURVEYORS INC. for the following requirement: CLIN 1: A 5-day training course in the use of different techniques in fabrication, inspection and repair of wooden vessels, using the latest industry standards. The course shall include review of different materials used in building, with emphasis on variety of wooden hull fasteners, problem areas, and repair procedures associated with wooden boats. The contractor shall ensure the following learning objectives are incorporated in the course: (1) understanding of the role of the Fishing Vessel Inspector during inspection; (2) understanding of the U. S. Coast Guard Regulations, Industry Standards and vessel design considerations that are applicable to wooden fishing vessels; (3) familiarity with and capability of identifying materials used in the design, construction, and repair of wooden fishing vessels; (4) proficiency in writing detailed inspection reports, and (5) understanding of inspection procedures. Contractor shall develop and hold mock inspections and practical exercises for the students. A course critique shall be obtained from the students, and copies provided to the Contracting Officer within two weeks after completion of the course. Contractor shall include all references in the development of this course. LOCATION and DATES: The course will be held at U S Coast Training Center, Yorktown, VA on July 9 ? 13, 2007. The Coast Guard will evaluate quotes/offers and will make an award resulting from this solicitation to the responsible vendor whose quote/offer conforms to this solicitation and is determined to be most advantageous to the Government based on ability to meet basic requirements, delivery, and price. The following FAR provisions and clauses apply to this RFQ, and are incorporated by reference: FAR 52.212-1 Instructions To Offerors Commercial Items (Sept 2006), FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Nov 2006), FAR 52.212-4 Contract Terms and Conditions?Commercial Items (Feb 2007), and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (May 2007). NOTICE TO OFFERORS CONCERNING REPRESENTATIONS AND CERTIFICATIONS: This solicitation contains FAR Clause 52.204-7, Central Contractor Registration and FAR Provision 52.204-8, Annual Representations and Certifications. In accordance with FAR 4.1201 prospective contractors are required to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov.
