- POTENTIAL SOURCES SOUGHT SYNOPSIS: The U.S. Coast Guard has a requirement to establish a maintenance parts and technical services program to support the propulsion system installed on the National Security Cutter (NSC). The major components of the system include two Main Diesel Engines (MTU 20V1163TB98), one Combined and Gas Turbine Reduction Gear (Renk AS 2/250-AS 198F), two Controllable Pitch Propeller and Shafting Systems (Rolls Royce Naval Marine), Propulsion Machinery Control and Remote Control System (MTU- MCS/RCS-5), Fuel Oil Conditioning Module (Precise MFCM-35-3-M), Lube Oil Scavenging and Conditioning Assembly (GE-2500-3AG03), Gas Turbine Enclosure Cooling Fan (Howden Buffalo NP-4849/99), Gas Turbine Connection Hoses (MTU) and Gas Turbine Control system (Woodward). This will be an Other Than Full and Open Competition Requirement using the Integrated Propulsion System Support Services Contract Vendor. All labor shall be performed by OEM certified and authorized machinists, mechanics and technicians. It is the Governments belief that only Motoren und Turbinen Union ? Detroit Diesel (MTU-DD), can furnish the desired services and parts for the NSC Integrated Propulsion System and the only responsible source that can analyze all these components simultaneously. Concerns having the expertise and required capabilities to furnish the above are invited to submit complete information discussing the same duplicate within 10 days of this announcement. However, other potential sources desiring to furnish other than OEM parts and services are required to submit the following information: 1) Complete and current engineering data to demonstrate the acceptability of the offered parts and services. (I.e. salient physical, functional and serviceability characteristics) 2) Complete and current information on training and configuration control of the NSC propulsion system. (I.e. technical manuals, engineering changes and software) This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate to demonstrate a bonafide capability to meet the requirements. This information is due within 10 days from the date of this announcement. This announcement is issued in accordance with FAR 6.302-1. No cost or pricing data is required. This is not a solicitation.
