Description

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with Motorola, Inc., under the authority of FAR 6.302, for the procurement of proprietary encryption hardware and software upgrades of 1,106 Motorola Astro Spectra mobile radios. In 2006, ATF procured 1,106 encryption modules (part # HLN1441) with the intent to upgrade the mobile radios. Upon receipt, the upgrade kit contained directions and components to perform two board layer capacitor changes specific to the upgrade and vintage of the fleet of radios. Motorola will perform the required proprietary encryption hardware and software upgrade at Motorola?s Federal Service Depot and will support the Project 25 Over-the-Air-Rekey (OTAR) system. The OTAR system will be deployed within ATF for dissemination of encryption codes for ATF?s radio system. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The awardee must be registered in the Department of Defense?s (DOD) Central Contractor Registration database for the purpose of electronic funds transfer.
