The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract American Embassy La Paz, Bolivia Narcotics Affairs Section Counter-Narcotics Advisor I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The position provides timely and strategic counter-narcotics advice to senior management in the Narcotics Affairs Section (NAS) of the U.S. Embassy in Bolivia, in subject matter relating to counternarcotics, interdiction, eradication, law enforcement, demand reduction, alternative development, and other areas included within the NAS portfolio. The position interacts directly with the Bolivian counternarcotics police, Vice Ministry of Social Defense and the Vice Ministry of Coca and Integrated Development, Ministry of Foreign Affairs, various NGOs and others. It coordinates closely with other NAS and Embassy elements (USAID, DEA, MILGROUP, Public Affairs, ECOPOL). 2. MAJOR DUTIES AND RESPONSIBILITIES: A. Work closely at the strategic, planning, and policy implementation level with senior and mid-level Bolivian Government and Embassy elements to ensure continued progress towards CN goals established in the Mission Performance Plan and the annual Letter of Agreement with the GOB. Provide expert advice to NAS and Mission Management on suggested approaches to support, as appropriate, GOB CN policy. Coordinate mission press policy on CN issues with PAS and NAS Management. Analyze U.S. CN policy vis-?-vis Bolivia and present to NAS Management options to adjust or reformulate those policies and implementation mechanisms, as necessary. B. Provide critical analysis of NAS Bolivia?s Demand Reduction efforts, especially coordination with CONALTID (the GOB?s inter-ministerial CN coordination body), and provide timely recommendations to NAS Management in order to improve the effectiveness of DR programs and cooperation. Advise on DR program direction with an eye to complementing overall CN strategy and supporting U.S. CN goals in public fora. C. Provide critical analysis, advice, and recommendations on program directions, activity development, and tactical approaches to achieving CN results to USG CN team, in Bolivia and in Washington, on suggested directions and responses of the USG within a highly dynamic, difficult, and volatile socio-political context. Work to ensure that overall CN policies are reflected in program implementation. D. Provide expert analysis, and advice on improving the implementation of the CN program activities, including annual work, procurement and budget plans for the demand reduction program; and suggesting actions in collaboration with other members of the team to ensure expenditures are on track; tracking program impact in close collaboration with GOB and implementing partners; ensuring adequate coordination of activities involving other Mission Teams (DEA, MILGROUP); drafting CN-related reports for Mission management and Washington; and overseeing the organization of high level visits for congressional delegations as well as senior USG, GOB, and donor personnel. 3. SUPERVISION The Counter-narcotics Advisor will receive direct supervision and guidance from the NAS Deputy Director. Assignments are given in terms of general objectives and specific goals. Incumbent must utilize good judgment, analytical ability, creativity and independence in planning work to achieve specific goals and objectives. 4. SUPERVISION EXERCISED The incumbent exercise indirect supervision of six FSN program assistants in La Paz and in other cities in Bolivia. 5. GUIDELINES Guidance is provided from the Ambassador, DCM, NAS Director and Deputy Director, Department and Administration policy, directives, and operating procedures regarding U.S. international narcotics control matters. Additional guidelines include but are not limited to International Narcotics Control Strategy Report, Mission Program Plan and U.S. National Drug Control Strategy. Resourcefulness and ingenuity may be required to interpret, adapt and apply solutions to complex needs and changing situations. May be required to initiate new or substantially modify methods and procedures. 6. COMPLEXITY This position involves tasks of significant complexity and sensitivity. 7. SCOPE AND EFFECTIVENESS Assignments will involve analysis, and inter-personal skills in relating to both U.S. and GOB senior managers, ministers and vice-ministers. 8. PERSONAL CONTACTS Contacts are with all levels of USG personnel and mid to high levels of host government personnel. 9. PURPOSE OF CONTACTS The incumbent will provide support in policy dialogue and operations. II. RELATIONSHIPS 1. The Contractor shall work under the supervision of the NAS Deputy Director who shall be designated the Contracting Officer's Representative. 2. The Contract Administrator shall be the Contracting Officer, American Embassy La Paz. 3. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. 4. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. III. MINIMUM QUALIFICATIONS 1. Must be U.S. Citizen, eligible for secret security clearance. 2. At least five years in public or private sector administration with USG program management experience. 3. Spanish equivalent to FSI 3-3; English equivalent to Level IV. 4. Must have knowledge of management principles; knowledge of USG office and procurement procedures, and data management. 5. Knowledge of keyboard and word processing, spreadsheets, and use of office equipment. 6. Knowledge of Bolivian CN forces and GOB CN policy. 7. Familiarity with USG CN policy both in Bolivia and regionally. 8. Willingness to travel within Bolivia approximately two days per week. 9. Candidate must be medically qualified to live in La Paz, Bolivia. 10. Candidate must be available no later than July 1, 2007. IV. REQUIRED EXPERIENCE To effectively perform this scope of work, the contractor will have the following competencies: 1. Experience in managing USG-funded development projects in Bolivia. 2. Familiarity with USG and GOB counternarcotics objectives, strategies, policies and implementation mechanisms and operating procedures. 3. Comprehensive understanding of USG and INL procedures for strategy and activity planning; for programming, obligating, sub-obligating, and disbursing funds; for monitoring and reporting on program and activity progress; and for managing personnel. 4. Outstanding judgment in understanding and advising Mission management on political agendas, roles and attitudes of civil society players, and positions of bilateral and multilateral donors, in the complex context of counternarcotics efforts. 5. Highly resourceful and independent. Incumbent is expected to consult with his/her supervisor only as difficulties or controversial issues arise. Given that counternarcotics efforts remain at the top of USG priorities in Bolivia, the contractor's duties and responsibilities are highly complex, multi-dimensional, scrutinized, and a carried out in an environment of high pressure. 6. Ample capacity for problem solving and result-oriented work. Demonstrated ability to identify constraints to achieving results, and to propose feasible, coherent solutions to resolve implementation bottlenecks and obstacles. Capable of analyzing, conceptualizing, and advocating for new management and implementation approaches involving financial, human and technical resources. Skilled at assessing commitment and performance of implementing partners, host country government, and other involved parties. 7. Solid cross-cultural, interpersonal, and team skills with a diverse stakeholder group. Capable of establishing strong interpersonal working relationships in order to facilitate implementation coordination among implementing institutions at various levels. Capacity to enhance communications and facilitate consensus between GOB and USG agencies, and implementing partners on program management, administrative, monitoring and implementation arrangements. 8. English and Spanish fluency, and the ability to produce well-written material quickly within the USG operating system. The contractor will produce high quality products that seldom require major editing or revision. 9. Strong computer skills in spreadsheets, word processing, and presentational software. IV. EVALUATION CRITERIA Factor 1 Depth of knowledge and experience in development, evolution, and application of USG counter-narcotics policy in Bolivia. 35% Factor 2 Demonstrated experience and good performance in working and operating in a foreign country, including ability to coordinate at a working level with counterparts. 20% Factor 3 Demonstrated skill in oral and written communication in English and Spanish to prepare and present analyses, recommendations and solutions, including proposals and reports. 30% Factor 4 Depth of knowledge and experience in USG procedures and administration. 15% COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
