Description
SYNOPSIS/PRE-SOLICITATION Barriers / Shredders Modification 01 to Synopsis. The purpose of this modification is to direct interested offerors to the solicitation documents posted under solicitation number FA4418-07-R-0003. All further notices and solicitation documents for Barriers and Shredders will be posted under the new solicitation number and not this notice. The 437th Contracting Squadron, Charleston AFB SC, intends to solicit and award an Indefinite Delivery - Requirements Contract for preventive maintenance, inspections, and repairs of various types of barriers and tire shredders located at three gates on Charleston AFB SC. The resultant contract will be subject to the Service Contract Act. The contractor will be required to provide all personnel, labor, equipment, tools, materials, supervision, and other items as necessary to provide preventive maintenance, inspections and repairs of the barriers and shredders. The applicable NAICS Code is 811310 with a size standard of $6,500,000. This procurement will be accomplished using the policies and procedures of FAR Part 1, 5, 12, 15, 16, 17 and 19 and supplements and competed on an unrestricted basis. The performance period is 01 Aug 07 through 31 Jul 08, with 4 one-year option periods. Basis of award will be price and past performance with past performance being significantly more important than price. The Request For Proposal will be via the internet only at http://fbo.gov, where it is expected to be posted on or about 02 May 07. A site visit is tentatively planned for 16 May 07. No paper copies of this solicitation will be issued. The closing date and time of submission of offers will be contained in the solicitation package. When the solicitation is posted, it is imperative interested parties review this site frequently for any updates/amendments. By submission of an offer, the offeror acknowledges the requirement that prospective awardees must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will render the offeror ineligible for award. All responsible sources may submit a proposal, which will be considered by the agency. The following Clauses will also be in the Solicitation: PER FAR 52.232-18 AVAILABILTIY OF FUNDS (APR 1984) PER AFFARS5352.201-9101 OMBUDSMAN (AUG 2005): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
