Description
15 CONS is seeking the interest of potential and eligible contractors for the following work. Responses are due no later than 15 calendar days after publication of this synopsis. Work to be performed will be within the North American Industry Classification System (NAICS) Code 238210, Electrical Contractor, Size standard $13.0 Million. The magnitude of construction is between $5.0 Million and $10.0 Million over a 720 calendar days performance period. The Government will evaluate offers and select the awardee who is most responsive and responsible and whose proposal offers the best overall value to the Government. Best value will be determined by comparing differences in the value of past performance with differences in price to the Government. This acquisition is being considered for Small Business Set-Aside. In responding to this Sources Sought Synopsis, please indicate (a) type of Small Business concern, (b) provide evidence of recent (within three (3) years) and relevant (multiple trade, multiple task order) experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers and a statement as to why the project is relevant, and; (c) availability of bonding of at least $10 Million for this project. An actual solicitation is expected to be issued in July 2007. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at www.eps.gov./ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) at web site http://www.ccr.gov. PLEASE SUBMIT PACKAGE VIA EMAIL TO: Linda Miller Contracting Officer linda.miller@hickam.af.mil. This project will require the Contractor to furnish all plant, labor, equipment, materials, and services necessary to manage and accomplish the given project. The Contractor is required to develop a plan in which identifies work to be performed, new equipment and materials to be installed, work procedures, and management approach. Once approved, the Contractor will then be required to implement the plan and prepare documentation on operation and maintenance, training, warranties, and other required items. Contractor is not required to design from scratch and is to provide detailed shop drawings for review to ensure government requirements are met prior to construction. The site of work is located at Hickam Air Force Base, Oahu, Hawaii. The principal features of this project include nine different sites to replace and modify portions of Hickam Air Force Base 11.5KV underground distribution system. Area 1: Replace transformers and switches. This work generally consists of the replacement of select existing switches and transformers. The objective is to replace obsolete cables, ductlines, and manholes with new as identified on plan. Replace any live front equipment including switches or transformers with dead front equipment. Replace existing primary switch SV2102 with a new pad mounted air switch. Provide new metering for all new or reconnected service entrances. Area 2: Modifications to housing areas. This work generally consists of adding a new tie circuit between two housing areas. The new tie circuit is intended to be a back up source of power. The objective of this project is to provide new conduit, cables, and manholes to provide a back up feeder one of the housing area circuit. The tie in point to the other housing area circuit is a padmounted air switch being installed under KNMD 001061V1 Replace Primary Switch, SS2400. The switch will have a spare 600A switch that can be utilized. Provide a new padmounted air switch; provide a placard at the new switch to identify that it is a backfeed source of power; and also provide placards on all switches identifying which circuit it is connected to. Area 3 - Replace transformers TS2093A and TS2093B. This work generally consists of replacing the primary switches and transformers at this outdoor station. Provide a new dual radial switched padmounted transformer for each substation. Provide protective bollards around the new transformers. Intercept or replace the existing secondary feeders to the main Switchboard P within the Commissary. Utilize the existing metering at the switchboard. If the secondary feeders are intercepted at the exterior of the building, the point of interception shall be underground in a manhole or handhole. Outages to the Commissary shall be scheduled with the base. The Commissary contains freezers and refrigerators that cannot be down for long periods of time. The outages shall be limited to what is allowed by the Contracting Officer. The existing Switchboard P is fed from the two substations and has a tie breaker between the two buses. Take only one service feeder down at a time. While the feeder is down, connect the de-energized bus to the energized bus. If the loading for the Commissary is too large for the one remaining transformer, then the cut over work shall be done after hours when the loads can be accommodated by the one transformer. Area 4 - Replace transformer vault TV2076. This work generally consists of replacing the existing live front transformer vault with a deadfront pad mounted transformer. In addition to replacing the live front transformer vault, this work includes replacing the existing single phase transformer TP2076. A new padmounted air switch is also required. The work shall include: Replace the existing transformer with a new padmounted transformer. Tie back into the existing secondary services. Provide a new padmounted air switch to serve the new transformers. Replace the existing street lighting transformer TP2076 and tie back into the existing street lighting cabinet. The existing pad may be reused if it is suitable for the new transformer. If it is not, then a new pad shall be provided. Provide new metering for all new or reconnected service entrances. Area 5 - Replace "Village" circuits. This work generally includes replacing the existing lead covered cables in transite conduit with new EPR cables in new or re-used PVC conduits. This work includes all trenching shown as well as new terminations to the existing poles. The existing circuits in this area consist of lead covered cables in transite conduit. There are live front transformer conditions that create dangerous conditions for personnel. The objective of this project is the following: Replace the existing lead covered cables in transite conduit to EPR cables in PVC conduit. Maintain the same ampacity as the existing feeders. Area 6 - Replace the 1072A and 1072B circuits. This work generally includes replacing the existing lead covered cables in transite conduit with new EPR cables in new PVC conduits. This work also includes replacing the transformer vault TV1113 with deadfront padmounted transformer as well as shifting the transformers TP1232 and EV1224 from the existing housing circuit to the new 1072A and 1072B circuits. The objective of this project is the following: Replace the obsolete cables, ductlines, and manholes with new as identified on plan. Replace any live front equipment including switches or transformers with dead front equipment at TV1113. Shift the transformers TP1232 and EV1224 from the existing housing circuit (HK-1) to the new 1072A and 1072B circuits. Area 7 ? B1113 New Transformer. This work includes the replacement of the existing electrical transformers and consolidate into one transformer station TP1113. The object is to replace obsolete gear and to eliminate the existing hazardous working condition of the live front equipment. Remove existing transformers and install new transformer station and secondary panel. Reconnect to the existing low voltage panels. Area 8 - B924 New Transformer. This work includes the replacement of the existing 11.5 kV switch and electrical transformer station TV924. The object is to replace obsolete gear and to eliminate the existing hazardous working condition of the live front equipment. Replace the existing primary switch and live front transformer station. Reconnect to the existing low voltage service entrances. Area 9 Replace TV3220A and TV3220B. This work generally includes the replacement of the existing live front transformer banks with two new pad mounted transformers. It also includes the demolition of some existing poles and overhead lines. Demolition of the existing overhead 11.5 kV circuit and poles. Demolition of selected exterior switches, junction boxes, and conduits. Reconnect to the existing panelboards and service entrances for the building. Utilize the existing metering where existing and provide new metering where not existing. Contractor shall also provide all labor, materials, equipment, and work necessary to perform work items as follows: Minor construction consisting but not limited to trench and backfill; sawcut asphalt or concrete; repair asphalt; concret for duct; HV splice/termination; padmounted air switch; demolition; demo wire and demo manhole; dewatering; removal and disposal of contaminated soil; removal disposal of fuel contaminated water; and removal and disposal of fluids containing polychlorinated biphenyls.
