Description
NAICS Codes: 517 - Telecommunications 334 - Computer and Electronic Product Manufacturing 541 - Professional, Scientific, and Technical Services The US Army Operational Test Command (OTC) is seeking interested sources capable of providing instrumentation equipment/technology capable of collecting Voice over Internet Protocol (VoIP) data, streaming video, and Variable Message Format (VMF) data. Thi s instrumentation/technology (software and hardware) must have the capability of reducing/analyzing the collected data into standard data sets, tables, and graphs, and meet the requirements identified in the spreadsheet (column A).(posted at https://www.a msca.atec.army.mil) Limited real-time outputs for quick-look reports and full post-test analysis are also required. Challenges we have experienced for collecting this type of data are identified in the ITEA Journal of Test And Evaluation Volume 28, Numbe r 1 issue entitled Data Considerations for Testing Networked Systems, (posted at https://www.amsca.atec.army.mil). The Government presently owns instrumentation systems that can meet some but not all of the identified capabilities. Companies responding to this synopsis are requested to provide 1) technical specifications/descriptive literature regarding the capabilities of the system(s), to include components, 2) a chart showing which capabilities are met or not met, 3) delivery lead-time, and 4) estima ted system cost. There is insufficient time for development of a system and only existing technical capability is solicited. Should this synopsis result in identification of potential instrumentation solutions, a limited source acquisition will follow. S ources will be limited to those whose response to this synopsis reveals a high potential for successfully meeting the Governments needs as well as existing government instrumentation solutions. All interested parties are encouraged to view the requiremen t. This is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this synopsis.
