Description
Naval Facilities Engineering Command Southeast (Charleston SC Office) is currently seeking firms for N69450-07-R-0082 for Preparation of Design/Build RFPs and or 100 Percent Design Services for Various Project Types at DOD and Non-DOD Activities. This solicitation is UNRESTRICTED. The geographic area to be covered by contract number N69450-07-R-0082 will encompass IPT Gulf Coast and covers DOD installations in the South Texas area including, but not limited to Kingsville, TX; Corpus Christi, TX and Ingleside, TX. The Small Business Size Standard is NAICS (formerly SIC) classification 541330, Engineering Services and the size standard is $4.5 million dollars. This solicitation will result in the award of one contract. Contract award is contingent on availability of funds. The duration of the contact will be for one basic year (approximately $1,500,000/year) with four (4) additional one (1) year option periods. The maximum contract value will not exceed $7,500,000. A minimum guarantee of $20,000 will be paid in the first year and is payable only once over the life of the contract. This guaranteed fee is a recordable obligation at the time of award and as such shall be fully funded. Anticipated contract type is a firm fixed-price indefinite quantity contract. NOTE: When a small business receives an award as prime contractor as a result of a small business set-aside solicitation, the small business prime will be required to comply with FAR 52.219-14, Limitations on subcontracting, which states that ?at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern?. The contract requires that the selected firm have an on-line access to E-mail via the Internet for routine exchange of correspondence, and have Central Contractor Registration, (CCR). Failure to register in the DOD CCR database may render your firm ineligible for award. For more information, check the CCR Website: http://www.ccr.gov. Joint Venture Teaming or Subcontractor Utilization: Firms will be evaluated on the extent to which they identify and commit to small businesses, veteran-owned small business, HUB Zone small business, small disadvantaged businesses, and woman-owned small business concerns as consultants in performance of these contracts. The current subcontracting goals established for these contracts for subcontracted work is 76.07% for small businesses, 15.88% for small disadvantaged businesses, 14.22% for woman-owned businesses, 1.29% HUB Zone businesses, 3% for veteran-owned businesses, and .13% disabled veteran-owned business. Any large firm that is short-listed will be required to submit a subcontracting plan before price negotiations begin for contract award. Scope of Work for N69450-07-R-0082: Required A/E services may be categorized as design or engineering services necessary for the preparation of 100% plans and specifications as well as technical statements of work (Request for Proposals) that will be used in soliciting design-build contracts. It is anticipated that the majority of the work will be development of plans and specifications. Respondents should demonstrate their past performance and familiarity with both processes through the use of in-house staff or outside consultants. The A-E may be required to assist in evaluating design-build proposals and reviewing design-build contractor?s design and construction submittals to insure that they meet the performance requirements of the Request for Proposals (RFP). Primary work will focus on facility repairs, alterations, and additions; infrastructure repairs and upgrades; and some new construction. The projects associated with this contract can involve any combination of the architectural, civil/structural, mechanical, fire protection, and electrical engineering disciplines. Specific tasks may include architectural programming, geotechnical investigation, field investigation, facility damage assessments after hurricanes or other storm events, seismic evaluations, surveying, cost estimating, DD 1391 preparation, special studies or surveys, review of shop drawings, construction consultation and inspection services, preparation of Operations/Maintenance manuals, and record drawing preparation. The A/E may also be required to conduct comprehensive asbestos and lead paint surveys and provide designs, which will provide for the removal and disposal of these hazardous materials in accordance with applicable laws and regulations. All interested firms should be capable of obtaining security clearances, if required. Projects in these contracts may also include sustainable design features and certification requirements to meet the USGBC?s Leadership in Environmental Engineering and Design (LEED) programs. All work shall be done in either English or metric units, as directed by the Government. Evaluation Criteria: (Listed in descending order of importance will be used for the selection process) 1. PROFESSIONAL QUALIFICATIONS: a) Technical qualifications of the firm?s design team members (in house and or consultants) to prepare 100% plans and specifications and Design Build RFP?s for facility repairs, alteration and additions for projects similar in scope and size to the work described herein. Also, demonstrate the ability to accurately investigate and document existing site and environmental conditions; b) Experience in and knowledge of multi-discipline design projects; c) Knowledge of Navy and Air Force regulations through recent design experience; d) Professional registration of each discipline?s key personnel; e) An engineer registered in the discipline of fire protection engineering with at least 5 years of full time fire protection experience; f) A registered communications distribution designer; RCDD; g) An engineer or architect with at least 10 years of roofing and waterproofing design experience and who is either a Registered Roofing Consultant (RRC) certified by the Roof Consultant Institute (RCI) or is a Certified Roofing Consultant (CRC) certified by the Institute of Roofing Waterproofing Consultants (IRWC); h) An interior designer qualified by any of the following: National Council of Interior Design Qualifications (NCIDQ), professional member of ASID, state registered, state licensed, or is a registered architect who has 5 years experience in the practice of interior design; i) A registered civil or structural engineer with at least 5 years experience in wind and seismic design; j) An engineer or architect in a team leadership role accredited by the U. S. Green Building Council with experience in LEED certification. 2. SPECIALIZED EXPERIENCE: a) Recent multi-discipline experience of proposed design team, including consultants, in the preparation of plans and specifications and performance base specifications for use in design build projects similar in scope and size to the work described herein; b) Post construction contract award services on similar projects to ensure design and construction quality meets the requirements described in the work that they prepared. 3. CAPACITY: a) Capacity of the firm and proposed design team to perform multiple projects Concurrently and to assist with performing hurricane damage assessments; b) Ability of the firm to sustain the loss of key personnel while accomplishing the work within the required time limits. 4. PERFORMANCE: Past performance on contracts with DOD and private industry in terms of cost control, quality of work and compliance with performance schedules. The volume of work awarded by DOD during the previous 12 months will be considered. 5. LOCATION: a) Geographic location of the firm to ensure timely response to requests for on-site support; b) Knowledge of probable site conditions; and c) Knowledge of regulatory requirements that would affect projects. At the selection interview, A-E firms slated for interviews must submit their Design Quality Assurance Plan (DQAP), including an explanation of the management approach, an organizational chart showing inter-relationship of management and design team components, specific quality control process, a portfolio of design work (both new construction and upgrades to existing facilities), a listing of present business commitments and their required completion schedules, financial and credit references (include name and telephone numbers of officers at their financial institutions), and performance references other than NAVFAC Southeast (include three or more with names and telephone numbers of the contract administrators). SUBMISSION REQUIREMENTS: The package is to include one (1) original and three (3) copies of Standard Form 330. The SF 330 form should be typed, one-sided and not less than 12 pitch font. Your submittal package is limited to a total of 50 pages. In order to assist the evaluation committee in reviewing your application, ensure that the following information is provided. SF 330, Part 1, Section D, Organizational Chart of Proposed Team must be attached and include information on all proposed team members. Part 1, Section E, Resumes of Key Personnel Proposed for this Contract should include resumes of all key team members and all proposed project managers and team leaders. Part 1, Section F, Example Projects should include at least five (5) relevant projects within the last seven (7) years. Part 1, Section H, Additional Information, provide the following attachments: Provide a list of all excellent performance ratings and letters of commendation received within the last seven (7) years from private and DOD clients with the role of the firm designated, (i.e., prime, consultant, joint venture), identify the proposed team members that worked on the projects and include points of contact (name and telephone number) for the client. Provide a list of recent projects performed in the area that the contract encompasses and the types of regulatory requirements involved with each project. Describe the approach used to obtain geotechnical investigations, topographical site surveys and hazardous materials investigations throughout the geographic area of the proposed contract. Provide a separate list of all DOD work awarded to the firm within the past twelve months. Firms SHALL indicate in Part I, Section A, Block 3 of SF 330 the contract number for which they wish to be considered. In Part I, Section H, Block 30 include your DUNS number, Commercial and Government Entity (CAGE) Code and Taxpayer Identification Number (TIN) as discussed in the DOD FAR Supplement, Part 204, subpart 204.72. All qualified interested concerns will submit one (1) original and three (3) copies of the completed SF 330 with supporting documentation as requested to this office by mail at the following address: Naval Facilities Engineering Command Southeast 2155 Eagle Drive North Charleston SC 29406. Label lower right corner of outside mailing envelope with the solicitation number and "A-E Services, ATTN: ACQ21LC? Submittals must be received NO LATER THAN June 22, 2007, by 2:00 pm Eastern Time. Submittals received after this date and time will not be considered and will be handled in accordance with FAR 52.215-1. Site visits will not be arranged during advertisement period. Background Information: A total of Five (5) contracts will be awarded to provide professional architectural and engineering services for preparation of 100% plans and specs and design/build RFPs for various project types at DOD and non-DOD activities in the Area of Responsibility (AOR) served by Naval Facilities Engineering Command, Southeast. NAVFAC Southeast has an AOR that includes the following areas: Alabama, Florida, Georgia, Louisiana, Mississippi, South Carolina, Texas, Puerto Rico, Guantanamo Cuba, and Andros Island Bahamas. Installations include, but are not limited to, Naval Bases, Marine Bases, Air Force Bases, and Navy and Marine Corps Reserve Centers. However, work may also be added and performed anywhere as required by the Government and may be used at other DOD or non-DOD facilities. These actions will be decided on a case-by-case basis approved by the Contracting Officer. It is anticipated that most work will be in the NAVFAC SE AOR. Qualifying firms may apply for any of the five (5) contracts however no one firm shall be awarded more than one of the total five (5) contracts. A separate firm shall be selected for each contact. Interested parties should review the separate announcements and follow the specific instructions. Each solicitation stands alone and submittal packages must be submitted separately. Firms SHALL indicate in Part I, Section A, Block 3 of SF 330 the contract number for which they wish to be considered. The new Contracts will align with NAVFAC SE?s AOR, which is broken into 3 major areas, each of which is covered by a separate Integrated Product Team (IPT): IPT Gulf Coast, IPT South Central and IPT South Atlantic. Two (2) contracts will be awarded for each of the three IPTs. One of the contracts for IPT South Central is listed for information/back-up responsibility purposes only. The two contracts in each IPT will serve as backup to each other. In the event that a firm?s capacity or ability to handle the workload is exceeded or the firm?s performance is unsatisfactory to the Government the backup contract will be utilized. The geographic area to be covered by contract number N69450-07-R-0082 will encompass IPT Gulf Coast and covers DOD installations in the South Texas area including, but not limited to Kingsville, TX; Corpus Christi, TX and Ingleside, TX. The geographic area to be covered by contract number N69450-07-R-0083 will encompass IPT Gulf Coast and covers DOD installations in the area of the central Gulf Coast. Included, but not limited to DOD facilities located in New Orleans, LA; Bay St. Louis, MS; Gulfport, MS; Biloxi, MS; Pascagoula, MS; Pensacola, FL and Panama City, FL. The geographic area to be covered by contract number N69450-07-R-0085 will encompass IPT South Central and covers DOD installations in the Georgia and South Carolina area including, but not limited to Albany, GA; Atlanta, GA; Sumter, SC; Charleston, SC and Beaufort, SC. For information purposes only, an additional contract for IPT South Central covers DOD installations in the central area of Texas, Louisiana and Mississippi including Dallas/Ft. Worth, TX; Barksdale, LA and Meridian, MS and is listed for information/back-up responsibilities only. The geographic area to be covered by contract number N69450-07-R-0086 will encompass IPT South Atlantic and covers DOD installations in the North Florida area including, but not limited to Kings Bay, GA; Jacksonville, FL, Mayport, FL and Orlando, FL. The geographic area to be covered by contract number N69450-07-R-0087 will encompass IPT South Atlantic and covers DOD installations in the South Florida/Caribbean area including, but not limited to Key West, FL; Guantanamo Bay, Cuba; Andros Island Bahamas, and Puerto Rico.
