Description
Portion was too big to include in the early synopsis: Section C - PARTIAL 10.2 Position Descriptions 10.2.1 Project Engineer: Contractor shall write clear concise documentation and serve as Construction Project Engineer, responsible for accomplishing assigned engineering duties and responsibilities on several simultaneous projects. Responsible for provi ding technical supervision and administrative field control over construction performed by contractors and subcontractors. Contracts range in value from several thousand to several million dollars. Responsible for the overall management/control/coordinat ion and execution of assigned projects. Implements corporate decisions/guidance/laws/regulations and policy in the development of the project and intermediate products in support of the project. Conducts Construction Management, Contract Administration, and Quality Assurance activities in accordance with established policies, procedures, and regulations. Analyze design and construction issues with respect to contract requirements. Makes on-site decisions regarding compliance with contract provisions and environmental harmony, and exercises engineering judgment to affect a solution between conflicting plan details or requirements which become evident as construction progresses. Review the Contractors progress schedule and the corresponding percentages i dentified for each listed feature or component of work. Assure that the schedule items are reasonable, consistent, and proportionately balanced with percentages accurately represented for each corresponding work feature or component of work. Assure that t he progress percentages relate to an approximate uniform or balanced monetary payment, and that work involved accurately represents the monetary proportional amount of the contract. Reviews Contractors submittals. Prepare correspondence for the COR's sig nature. Completes field investigations and provides detailed reports covering all pertinent factors affecting cost and engineering considerations. Prepares Quality Assurance Plans for assigned projects. Prepare modification scope of work for changes to i nclude drawings and specifications. Prepare cost estimates, review contractor proposals and recommend objectives. Supports and/or participates in negotiations to reach a fair and reasonable settlement of contract time extensions and/or cost increase/decre ase. Conducts Pre-construction Conferences. Provide upward reporting to Project Managers. Provide status reports on projects assigned to the District Corporate leadership. Represents the District Commander serving as the District's primary point of con tact for projects assigned. 10.2.2 Contract Administration: Perform a variety of Contract Administration duties which broadly defined will include: assist and provide guidance in contract administration matters; draft requests for proposals; analyze cost proposals and prepare cost a nd price analyses in support of audits. Prepare pricing for Government estimates. Assist in negotiations regarding price adjustments to the contract; draft modification documents as may be required to meet specific regulations; prepare correspondence and d etermine quantities for processing progress payments. Develop pre-negotiation objectives in preparation for negotiations. Manage Requests for Equitable Adjustments (REA) and claims as presented by the construction contractor. Conduct technical findings for each REA or claim and draft replies. Provide recommendations regarding merit or no merit; assist in negotiating a cost settlement if applicable and drafting the modification. If a Contracting Officers Decision is required, develop a file with all pertine nt data supported with an analysis for merit. Prepare analysis for use by the government in support of disputes or litigation. Provide specialized expertise regarding contract administration matters and prepare and make briefings to Government Representati ves. Prepare modification/task orders packages to include scopes, specifications, drawings, and request for proposals. Utilize Corps of Engineers automated information systems including the Resident Management System (RMS), Standard Procurement System (SPS), and Corps of Engineers Financial Management System (CEFMS) as required to accomplish contract administration tasks. 10.2.3 Engineering Technician: Receives and Logs Incoming Submittals; communicates with Project Managers, Resident Engineers, Construction Representatives in matters pertaining to progress of submittal processing; forwards drawings and other technical sub mittals to the proper Engineering Dept personnel; managing, organizing and filing all engineering and technical documents; manages files; gives presentations at the Contractors Conference; manages Dr. Checks database; opens & closes reviews; contacts Proj ect Managers about review completion; contractor liaison; delivers submittals to Project Managers and Resident Engineers; works in all areas of the Resident Management System (RMS); prepares modifications in RMS and the Standard Procurement System (SPS). 10.2.4 Quality Assurance Representative: Perform a variety of Quality Assurance duties which broadly defined will include monitoring the effectiveness of Contractor Quality Control System. Ensure construction is in accordance with plans and specifications . Interpret plans and specifications and make recommendations on the necessity for changes to the Project Engineer. Make daily on-site inspection of construction project(s). Review daily Quality Control Reports and prepare daily Quality Assurance Report. A ttend Contractor meetings and ensure documentation of the 3-Phase Inspection Control System. Track timeliness of response regarding submittals. Track timeliness of response regarding contractor Request for Information (RFIs). Review and recommend revision s to Contractor progress schedule or CPM. Monitor the effectiveness of the Contractors deficiency tracking system. Monitor job-site safety and compliance with EM 385-1-1. Assist in equipment testing and commissioning for mechanical/electrical systems and the data/communication systems. Utilize Corps of Engineers automated information systems including RMS in monitoring and documenting the effectiveness of the Contractor Quality Control and as required to accomplish quality assurance tasks. 10.2.5 Technical Support: Review and recommend solutions for contractor Request for Information (RFIs). Perform Biddability, Constructability, Operability and Environmental (BCOE) reviews and Design (30%, 60%, and 90%, or other various percentages) revie ws and provide comments. Review Storm Water Pollution Prevention Plan (SWPPP), Temporary Power Plan, Environmental Plan, Test Plan and other Contractor submitted plans and provide comments. Perform Value Engineering reviews. Provide technical consultant su pport for all engineering disciplines. Provide CADD support to include minor detailing, sketch development and as-built management. Assist in the development of DD Form 1354, Transfer and Acceptance of Military Real Property. Perform code and site analysis for construction projects. Perform inventory analysis and evaluation to include furniture, equipment, fixtures, and telecommunications. Provide operations management and consulting to include procedure analysis, manual writing and performance audits. Prov ide technical training to Corps of Engineers personnel and customers. Provide supplemental design services such as preparation of Design Analysis Reports and contract Plans and Specifications. 10.2.6 Administrative: Makes proficient use of automation equipment and software (word processing, spreadsheet, including Microsoft Office Suite, Excel, Power Point, Access, Outlook, Microsoft Project), to produce a variety of narrative and tabular mater ial, e.g., correspondence, reports, memoranda, calendars, charts, statistical tables and various standard forms and do cuments. Prepares material from rough draft of clean copy; utilizes basic knowledge and skill of software to make insertions, deletions of move material about into proper format, and incorporate changes made by originator. Composes routine correspondence f rom brief notes, oral instruction, or on the basis of precedents. Uses simple editing functions to check accuracy of material, and stores, retrieves and prints material in final copy. Responsible for correct grammar, spelling, capitalization and punctuatio n of final copy. Retrieves, reads and prints data/messages from automated information and communication systems (e.g., e-mail), and provides copy to supervisor and/or individuals concerned. Maintains multiple Project Office files; handles multiple line pho nes; maintains spreadsheet, weekly updates, safety meeting minutes, RMS, RFIs; types correspondence, draft letters, and memorandums; makes inventories (office equipment, copier, photos, stamps etc.; processes mail, briefs, submittals, modifications, pre-c onstruction conferences; and coordinates events. Uses electronic typewriter to produce documents not adaptable to computer equipment. Performs one or more of the following clerical tasks; receives visitors and telephone calls and refers them to proper pers on of furnishes information requested; routes, controls and distributes mail to units of individuals in accordance with established procedures and knowledge of the organizations and personnel therein; maintains and classifies a variety of files involving m any subject headings and subheadings; obtains, compiles and summarizes statistical data in accordance with specific instructions of standard procedures. Utilizes RMS (Resident Management System) and SPS (Standard Procurement System, PD2) to enter contract modifications into automated information systems. 10.2.7 Civil Engineer: Provides professional civil engineering and construction management support by performing tasks such as: serves as a general project engineer providing professional and technical leadership; guidance, and expertise in managing contr actor executed construction projects on behalf of; the U.S. Army Corps of Engineers; Serves as the organizational subject matter expert regarding national standards and practices for civil and structural engineering designs, soil and foundation analysis fo r horizontal and vertical construction, including but not limited to facility site layout, site drainage, geotechnical considerations, material selection and approval for roads, bridges, and structures; water treatment and distribution infrastructure and s ystems; and waste water collection and treatment infrastructure and systems; Participates in design reviews and provides comments on contractor submitted civil engineering designs and plans for a variety of applications; Provides quality assurance oversigh t, documentation of such oversight, and recommends; corrective actions as required to ensure high quality performance on contractor executed civil engineering projects or project tasks; Provides safety oversight, documentation of such oversight, and direct s corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; Assists the appointed contracting officers representative and/or Resident Engineer in interpreting and enforcing contractual provisions regarding contractor civil engineering requirements and deliverables; Documents and provides reports regarding contractor progress toward accomplishing contractual scopes of work; Recommends authorization of progress payments based on observed c ontract progress to established quality standards and specifications; Maintains professional files in a systematic, retrievable, and contractually enforceable manner. 10.2.8 Architect: Provides professional architectural and construction management support by performing tasks such as: Serves as a general project architect providing professional and technica l leadership, guidance, and expertise in managing contractor executed construction projects on behalf of the U.S. Army Corps of Engineers; Serves as the organizational subject matter expert regarding standards and practices for architectural designs, build ing components, component installations, building construction, landscaping, and ergonomics, including but not limited to commercial, industrial, and residential buildings and landscaping applications; Participates in design reviews of and provides comment s on contractor submitted; architectural designs and plans for a variety of applications; Provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on contractor executed architectural projects or project tasks; Provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; Assist s the appointed contracting officers representative and/or Resident Engineer in interpreting and enforcing contractual provisions regarding contractor architectural requirements and deliverables; Documents and provides reports regarding contractor progres s toward accomplishing contractual scopes of work; Recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; Maintains professional files in a systematic, retrievable, and contrac tually enforceable manner. 10.2.9 Electrical Engineer: Provides professional electrical engineering and construction management support by performing tasks such as: Serves as the organizational subject matter expert on standards and practices for electrical engineering designs, sys tem components, installations, and system construction, including but not limited to primary power generation and distribution infrastructure, commercial and industrial electrical systems, and residential electrical systems; Participates in design reviews of and provides comments on contractor submitted; electrical designs and plans for a variety of applications; Provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality perfor mance on contractor executed electrical projects or project tasks; Provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or proj ect tasks; Assists the appointed contracting officers representative and/or Resident Engineer in interpreting and enforcing contractual provisions regarding contractor architectural requirements and deliverables; Documents and provides reports regarding c ontractor progress toward accomplishing contractual scopes of work; Recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; Maintains professional files in a systematic, retriev able, and contractually enforceable manner. 10.2.10 Mechanical Engineer: Provides professional mechanical engineering and construction management support by performing tasks such as: Serves as a general mechanical engineer providing professional and technical leadership, guidance, and expertise in managing contractor executed construction projects on behalf of the U.S. Army Corps of Engineers; Serves as the organizational subject matter expert regarding standards and practices for mechanical engineering designs, system components, installations, and system construction, including but not limited to site, facility, and building mechanical systems for commercial, industrial, and residential applications; water treatment and distribution infrastructure and systems; and waste water collection and treatme nt infrastructure and systems; Participates in design reviews of and provides comme nts on contractor submitted mechanical engineering designs and plans for a variety of applications; Provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on c ontractor executed mechanical engineering projects or project tasks; Provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed mechanical eng ineering projects or project tasks; Assists the appointed contracting officers representative and/or Resident Engineer in interpreting and enforcing contractual provisions regarding contractor mechanical engineering requirements and deliverables; Document s and provides reports regarding contractor progress toward accomplishing contractual scopes of work; Recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; Maintains professio nal files in a systematic, retrievable, and contractually enforceable manner. 10.2.11 Cost Estimator: Performs a variety of work relative to planning and evaluating construction methods and procedures for various technical engineering alternatives relative to project work, reviewing and/or preparing a wide variety of engineering e stimates, coordinating with and advising others, and participating in bid opening and negotiation meetings as technical advisor or for informational purposes; Plans, evaluates, reviews, and/or prepares a wide variety of engineering estimates; Develops cost estimates for projects from feasibility to construction; Recommends consideration of changes in plans which may result in greater economy through substitution of materials or simplification of construction; Routinely takes necessary action to insure secur ity of Government estimates; Advises supervisor or project managers of extremely difficult and/or controversial problems and matters of policy resulting from assigned estimating responsibilities and work assignments; Suggests methods or procedures or addit ional studies required to resolve problems encountered; Attends negotiation meetings, bid opening sessions, and Board of Review meetings; Maintains files of current material prices and construction equipment first costs obtained from quotations by supplier s; Provides technical review and/or guidance for lower graded Branch technicians involved in estimate preparation. 10.2.12 Scheduler: Creating and implementing Critical Path Method (CPM) Baseline Schedule with Primavera, Project Planner or Microsoft (MS) Project, Updates monthly construction schedule with narratives and progress analysis, Coordinates the various sub projects into a Master schedule, Maintains and monitors program and project level CPM, Monitors program milestones and interdependencies between subprojects, identifying the critical path and suggesting alternatives. 10.2.13 CADD Technician: Develops layouts and complete details for preliminary and final construction drawings covering all construction details required for the construction of such structures as gated reinforced concrete and corrugated metal pipe drain age outlets through levees, flood walls and stop log gaps, pumping plants, highway and railroad bridges and culverts, and alterations of existing drainage systems and utilities as required by new work and military structures such as barracks, medical facil ities, company operations facilities, maintenance shops, aircraft hangers, and munitions storage facilities.
