- The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Oceanweather, Incorporated, 5 River Road, Suite 1, Cos Cob, CT 06807-2717. This contract will be to fund the improvement of hurricane wind field mode ls for coastal areas. The primary deliverables will be a report describing the new approach for near-coast wind field estimation in hurricanes. No RFQ will be issued based on this notice. However, all information received within five (5) calendar days af ter date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses t o this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 541710
