Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis with Harris RF Communication, 1680 University Avenue, Rochester, NY 14610-1839. The contract type is anticipated to be a Firm Fixed Price commercial type contract. In accordance with FAR 6.302-1, Harris RF Communication is the only known source capable of satisfying the Government's minimum requirement. CLIN 0009 - 1 Each - Operator Training, 4 Weeks for 4 Operators, Train the Trainer Syllabus Instruction and Courseware in English. CLIN 0010 - 1 Each - Maintenance Training, 4 Weeks for 6 to 8 Trainees, Instruction and Courseware in English, Level III Maintenance. CLIN 0011 - Freight. The requested Harris RF Communication equipment is the only equipment that meets the requirements listed. Only Harris produces receiver-transmitters (R/T) and associated equipment that provides tactical communications between multi-national counterparts. The key features of the base station R/T's include military standard high speed modem waveforms for data transmission, mixed excitation linear prediction (MELP) and linear predictive coding digital voice algorithms, enhanced frequency hopping, automated line establishment (ALE) and 3G ALE, Global Positioning System (GPS) reporting, tactical internet protocols, integrated telephony and CITADEL encryption. The manpack R/T also provides encryption and GPS features. Only Harris' tactical network access hub can provide seamless voice and data exchange across local and wide area networks, and the Harris R/Ts. These capabilities provide the interoperability that is proprietary to Harris RF. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 06 June 2007, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
