Description
The DCMA at Boeing Philadelphia, PA intends to negotiate and award a time and materials delivery order to procure technical support services for the CH-46 helicopter, under Basic Ordering Agreement (BOA) N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is 12 months after contract award and the work will be performed at Boeing Helicopters in Ridley Park, PA. The Government intends to award a contract with Boeing for the design, test, and qualification of a modification of the engine condition control box, P/NBCL 20-5. All changes to the ECCB will be designed and qualified to original Logic Spa P/N BCL 20-5 design specifications. The engine condition control system performs engine power management and engine torques matching functions and is a flight critical item. This order will develop changes to the ECCB would be incorporated into the internal circuit card and could be retrofit Navy assets. The ECCB will be modified in such a manner where potentiometers adjusted to a null position fall in a travel range that reflects a -16 fuel control instead of the current -10 fuel control. This change must be done without losing existing adjustment fidelity and without inducing torque splits. Nulling of the START potentiometer shall result in an actuator rotation of 16 degrees. This modification shall have no effect on the travel range capabilities of the FLY, MID and MAX adjustments. The ECCB circuitry will also be modified in such a manner where the Fail Freeze circuitry will recognize a failure of the ECL potentiometer and associated wiring even when the ECL is in the FLY position The final aspect of the modification for to ECCB circuitry in such a manner that selection of the manual trim reset switch in the cockpit also results in reset back to beep nominal condition.
