- The Department of Agriculture (USDA) Food Safety and Inspection Service (FSIS) intends to negotiate with Family Features, on a sole source basis. The basis for restricting competition is authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, only one source is available to provide this service that will satisfy the Agency?s requirement. The anticipated contract period of performance will be for a one-year base period with four one-year option periods. Family Features is the only editorial/media placement company that can: (1) place a full-page, feature length article with multiple color photographs on the front page of the Food, Health and/or Lifestyle type sections of mainstream daily U.S. newspapers; (2) guarantees that this article will receive a total circulation target that exceeds ten (10) million readers and provides the reports to prove it met these targets; and (3) make the article available to national, regional and local magazines and online outlets for a period of two (2) years. FSIS will develop the article and the contractor shall place the article as well as consult on any editorial improvements that will help FSIS better reach these targets. The article shall discuss USDA food safety messages and how people can avoid foodborne illness around the theme of how to safely cook and prepare the Thanksgiving meal. FSIS requires that the article reaches the circulation goal of at least 10 million readers for the first three weeks of November 2007. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any source capable of performing the work should submit a statement of capabilities with documentation to support its ability to meet the Government's requirements as stated above. Any interested source, in order to meet the objectives of USDA, FSIS will need to demonstrate and address in their capability statement: (1) a strong past performance with regional and nationwide advertising campaigns, and; (2) how the Contractor can achieve a minimum audience of ten-million readers. Respondents are asked to identify their business size in their response to this synopsis. The NAICS Code associated with this notice is 541810 and the size standard is $6.5M. No contract award will be made on the basis of responses received; however, the information will be used in FSIS's assessment of capable sources. Faxed responses are not permitted. Responses must be submitted in writing. Questions concerning this announcement may be submitted via email only, no telephone inquires will be honored.
