Description

THE U.S. Dept. of Commerce/National Oceanic Atmospheric Administration /NESDIS intends to negotiate with American Meteorological Society on a sole source basis, under the authority of 41 U.S.C. 253 (c)(1) only one responsible source . It is believed that only this entity can satisfy the agency requirement to provide support for this function. The AMS has several thousand of meteorologists and oceanographers and its large membership provide access to a substantial majority of professionals in these specialized areas, especially satellite meteorology and oceanography. The AMS sponsors and organizes more than 25 conferences each year; many of them conducted jointly with othera societies, such as NOAA, EUMETSAT, and KNMI. For this purpose, the AMS has an established business and organizational interface with a large number of entitles world-wide for the purpose of conducting joint conferences. As a co-sponsor of this particular joint conference, the AMS has a one-of a-kind capability to perform the required functions. The conference is scheduled from September 24 through 28, 2007. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K), The National Industry Classification systems (NAICS) code is 813920. Interest person may identify their interest, however must demonstrate their ability to perform the requirement in order to considered. This is not a request for Competitive proposals. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures.
