- THIS IS A REQUEST FOR INFORMATION ONLY. This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Manchester Field Station located in Port Orchard, WA has a requirement for removal and disposal of an old seawater pipeline and an option for removal of 16 World War II era creosote pilings located in the inter-tidal zone. The contractor will 1) remove and dispose of all HDPE pipe, electrical cable, concrete anchors, and hardware associated with the old pipeline. This work covers the section of old pipeline 10 feet from the shore bank on NOAA property to where it attaches to the deck on the EPA pier. This includes the removal of the structure known as the riser, as well as the risers associated support structure. All removal work must comply with the conditions set forth in all environmental permits NOAA obtained for construction of the replacement pipeline. The work must be done in a manner that it does not interfere with water delivery through the replacement pipeline nor cause damage to the replacement pipeline, EPA pier, NOAA pier extension, or any other structures. In addition all work must be done in compliance with all Federal, State, County laws and regulations. The contractor will ensure pipeline removal activities do not endanger the replacement seawater delivery systems, EPA pier, NOAA pier extension, NOAA net pen systems, DNR property, or any other Federal structures. The contractor must conduct work during normal business hours (8:00 AM to 5:00 PM, Monday through Friday) and provide restroom facilities for their employees. NOAA will make access to a 5/8 hose drinking water supply and one 120V electrical receptacle if need. 2) Option 1: The contactor will remove and dispose of 16 World War II era creosote pilings located in the inter-tidal zone. The removal of these pilings is a condition of the Hydraulic Project Approval permit from the Washington Department of Fish and Wildlife. A firm fixed contract will be issued with a period of performance starting July 16, 2007. The pipeline removal and disposal needs to be completed 21 days there after. The option (if exercised) is to be completed by November 30, 2007. The contractor must be licensed and bonded in the state of Washington. This is not a request for proposals. A request for quotation providing a detailed statement of work will be issued on or about June 8, 2007.
