- SUBJECT: TUBE FURNACE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-07NT00498 The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA (for delivery to the Albany Research Center, Albany, OR) intends to purchase the following: CM Furnace Rapid Temp Model 1630-20-3Z HT with a Rurothern 2404 power supply or equal. The following specific capabilities are required: Specifications: 1. Capability of operating continuously at a maximum temperature of 1600 degrees C. 2. Capability of operating at maximum temperature for extended periods (>10000 hours) without interruption. 3. Capability of fast heating to maximum temperature (min 500 K/hour). 4. Three independently controlled heating zones. 5. A hot zone with a minimum length of 20 inches. 6. Capability of holding a constant temperature (+ - 2 degrees C) in a zone of at least 10 inches long at temperatures between 500 degrees C and 1600 degrees C in the presence of a moderate gas flow (Ar, N2, O2, air). 7. Ability to accommodate a ceramic tube with an outside diameter of 3 ?? inches. 8. Controlled by three programmable temperature controllers (Omega Controllers preferred) with the option of slaving the two controllers to the third one. 9. Three (3) variable set point independent over temperature instruments. 10. Option of controlling temperature using thermocouples in the tube. 11. Super Kanthal 1700 molydisilicide heating elements. 12. A power rating of 10 KW. 13. Double shell construction with fan cooling. 14. Three (3) SCR???s. 15. Three (3) transformers. 16. Six (6) Type B thermocouples. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. All contractors are required to be registered with the Central Contractor Registry (CCR). In order to register with CCR and be eligible to receive an award from this Acquisition Office, all offerors must have a Dun & Bradstreet Number. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set aside.
