- THIS IS A PRESOLICITATION NOTICE FOR FIRE DETECTION SYSTEMS MULTI-FACILITIES. THIS IS NOT A REQUEST FOR PROPOSAL. This project shall include but not be limited to the following: FIRE DETECTION SYSTEMS MULTI-FACILITIES IDIQ Contract. Furnish all plant, labor, equipment, and material in performing all operations in connection with the installation, modifications or extended coverages of fire detection systems and electrical portions of fire suppression systems in multiple facilities on Little Rock AFB. The above description of work is for general information only. This statement is not intended to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), IDIQ , Price Performance Tradeoff (PPT). This is a full and open competitive procurement. All responsible sources are permitted to compete. This acquisition is subject to the Small Business Competitiveness Demonstration Program IAW FAR 19.10. Applicable Designated Industry Group IAW FAR 19.1005(a)1 is NAICS code 238210 - Smoke Detection System, installation only, and FAR 19.1307 Price Evaluation Preference for HUBZone Small Business Concerns. Award will be made based upon the best value to the Government. The Government reserves the right to award a contract to other than the lowest offeror. The performance period projected is for a base period of one year from date of award and four 12-month option periods there after. This Project Number is NKAK 04-1034, NAICS 238210. Magnitude of construction is between $1M - $5M. The solicitation package will be posted on Electronic Posting System (EPS), on or about 6 June 2007, which can be accessed at http://www.fbo.gov/. The Government will not provide paper copies of the solicitation package. Facsimile, telephone, written, or email request for the solicitation package will not be honored. Potential offerors are responsible for monitoring the FBO/EPS site for the release of the solicitation package and any other pertinent information. All potential contractors must be registered with the state of Arkansas as a licensed contractor. No proposal may be submitted prior to submitting an application for licensure in the state of Arkansas.
