- The 15th Contracting Squadron/MSCS, Hickam AFB, Hawaii has a requirement for a Telescoping Passenger Stairway. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA5215-07-T-0002 is hereby issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-11, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 2007-0314 and Air Force Acquisition Circular (AFAC) 2007-0327. This acquisition is under the North American Industry Classification System code 333924, with a small business size standard of 750 employees. This requirement is for a firm fixed priced contract, Brand Name or Equal, for the following item: Item 0001, 1 each Model PS-813B/E - Telescoping Passenger Stairway, manufactured by Stinar Corporation, 3255 Sibley Memorial Highway, St. Paul, Minnesota 55121, to include all freight delivery costs for FOB destination to 60 APS/TRK, 90 Ragsdale Rd, Bldg 977, Travis AFB, CA 94535-2631 and must be received no later than 30 SEP 2007. To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation. BRAND NAME: STINAR TELESCOPING PASSENGER STAIRWAYMODEL PS-813B/E - BRAND NAME OR EQUAL SPECIFICATIONS: The passenger stairway consists of two stair sections supported by a telescoping A-frame. Height adjustment should be made by means of telescoping A-frame mechanism and extendable upper section. A 4-cycle gasoline engine on the chassis is used to power a hydraulic pump that raises and lowers the stairway, A-frame and stabilizers, the engine features an electric start and integrated alternator. A 12 VDC electrical system provides power for illuminating the stairs and platform. Stairway must be capable of easy configuration for air shipment purposes. Passenger stairway type is not mounted on a vehicle. GENERAL SPECIFICATIONS: Fixed riser height design; operating range of 96-228 inches (2438-5791mm). The stairway chassis frame should be constructed of steel frame, has fixed wheels at the plane side end and spring-loaded, dual wheel swivel casters at the ramp end, for smooth movement, platform floor and steps are constructed of diamond patterned aluminum plate, side panels-aluminum, a self storing tow bar can be mounted on either side of the chassis frame. The rubber bumper, located on the front of the platform, protects the aircraft from damage. The stairway is protected from harsh weather elements by epoxy based primer and polyurethane paint. SAFETY FEATURES: Should be equipped with four stabilizer assemblies at the stair and end corners, stainless steel handrails, illumination lights located on the stairways and platforms and mechanical ratchets. Controls to include manual raise/lower valve, stair lift cylinder adjustable flow control, on/off switch for platform and stairway lights. OPTIONAL FEATURES INCLUDE: 1. Smooth aluminum steps and platform with rubber stair thread 2. Top platform swivel bumper 3. Powered drive wheel ? includes a hydraulic drive motor, drive chain, wheel/sprocket assembly, control valve/lever, by-pass valve, mounting hardware, hydraulic and hardware lines. Steering accomplished manually with a flip-up steering arm which has throttle control mounted on it. Drive power is provided to one of the non-swivel wheels on the stair using 8 hp. Honda gas engine with electric start to power the hydraulic pump. 4. Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone.
