- The Contracting Center of Excellence (CCE), on behalf of the Army Continuing Education System (ACES), intends to a negotiate a sole-source bridge-contract with IBM Corporation (Global Business Services). The proposed contract will have a period of p erformance of six (6) months, from 14 June 2007 to 13 December 2007. The resulting contract will be on a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) basis. The Contractor, will serve as the overall integrator of education, tech nology, and program management resources for the eArmyU Program. The Performance-Based Work Statement (PBWS) outlines requirements in four major areas: (a) Development, maintenance and upgrade of the eArmyU Web-Portal, to include the Army Central Tuitio n Assistance Maintenance (CTAM) component; (b) Educational services, to include online program catalogs, education degree and certificates, course offerings, educational advisory services and administrative support services; (c) Matriculation costs, to inc lude technology components (laptops for Soldier-Students), warranty and repair, e-mail account and internet connectivity and technical support services; and (d) Program management, to include implementation planning, program marketing, program quality cont rol, and reporting capabilities. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1, Only One Responsible Source. There is no solicitation document and no Request for Proposals will be available for competitive proposals. Interested parties may identify their interest and capability to respond to this requirement, no later than 9:00 AM (Eastern Standard Time) on 29 May 2007. A determination by the Gove rnment not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government. The CCE POC is Mr. Robert J.
